The Prime Minister, literally the Minister of State ( French: ''Ministre d'État''), is the head of government of Monaco, being appointed by and subordinate to the Prince of Monaco. Rainier III (Rainier Louis Henri Maxence Bertrand Grimaldi; 31 May 1923 – 6 April 2005) was Prince of Monaco from 1949 to his death in 2005. Rainier ruled the Principality of Monaco for almost 56 years, making him one of the longest-ruling monarchs in European history. Saint-Malo (, , ; Gallo: ; ) is a historic French port in Ille-et-Vilaine, Brittany, on the English Channel coast. The Conference on Security and Cooperation in Europe (CSCE) was a key element of the détente process during the Cold War. Although it did not have the force of a treaty, it recognized the boundaries of postwar Europe and established a mechanism for minimizing political and military tensions between East and West and improving human rights in the Communist Bloc. The first phase was the Meeting of Foreign Ministers in Helsinki in 1973, the second negotiations held in Geneva from 1973 to 1975, and the third the Helsinki summit in 1975.
