American SAFE Act Of 2015
The SAFE Act (full title American Security Against Foreign Enemies Act of 2015) was a United States legislative proposal for Syrian and Iraqi refugees that would require extra background investigation before entry into the US. Additional procedure to authorize admission for each refugee *The Federal Bureau of Investigation (FBI) certifies they received a background investigation sufficient to determine whether the refugee is a U.S. security threat, to both the Department of Homeland Security (DHS) and the Director of National Intelligence. *The Department of Homeland Security, FBI and Director of National Intelligence unanimously certify to Congress that the refugee not such a threat. Michael Thomas McCaul Sr. (born January 14, 1962) is an American attorney and politician serving as the U.S. representative for since 2005. A member of the Republican Party, he chaired the House Committee on Homeland Security during the 113th, 114th, and 115th Congresses. His district stretches from Austin to Houston. Filibuster In The United States Senate
A filibuster is a tactic used in the U.S. Senate to delay or block a vote on a measure by preventing debate on it from ending. The Senate's rules place few restrictions on debate; in general, if no other senator is speaking, a senator who seeks recognition is entitled to speak for as long as they wish. Only when debate concludes can the measure be put to a vote. Rule XXII of the Standing Rules of the Senate allows the Senate to vote to limit debate by invoking cloture on the pending question. In most cases, however, this requires a majority of three-fifths of senators duly chosen and sworn, so a minority of senators can block a measure, even if it has the support of a simple majority. Originally, the Senate's rules did not provide for a procedure for the Senate to vote to end debate on a question so that it could be voted on. The November 2015 Paris attacks () were a series of coordinated Islamist terrorist attacks that took place on Friday, 13 November 2015 in Paris, France, and the city's northern suburb, Saint-Denis. Beginning at 9:15p.m., three suicide bombers struck outside the Stade de France in Saint-Denis, during an international football match, after failing to gain entry to the stadium. Another group of attackers then fired on crowded cafés and restaurants in Paris, with one of them also detonating an explosive, killing himself in the process. A third group carried out another mass shooting and took hostages at an Eagles of Death Metal concert attended by 1,500 people in the Bataclan theatre, leading to a stand-off with police. Cloture (, also ), closure or, informally, a guillotine, is a motion or process in parliamentary procedure aimed at bringing debate to a quick end. The cloture procedure originated in the French National Assembly, from which the name is taken. ''Clôture'' is French for "the act of terminating something".
