All Or Nothing (lottery)
All or Nothing is the name and format of a lottery game where the player chooses half of the numbers in play. Prizes are awarded based on how many of the numbers chosen match the numbers in the official draw. Because the player chooses half of the number matrix, the odds of selecting all numbers drawn and of selecting none of the numbers drawn are identical. Subsequently, identical top prizes are awarded for matching all numbers or nothing, hence the name. Smaller prizes are likewise symmetrical, with the second-prize tier being awarded for matching all but one number, or only one number, and so on. The concept originated in 2012 with the Texas Lottery, and has since been adopted by other states. A lottery is a form of gambling that involves the drawing of numbers at random for a prize. Some governments outlaw lotteries, while others endorse it to the extent of organizing a national or state lottery. It is common to find some degree of regulation of lottery by governments. The most common regulation is prohibition of sale to minors, and vendors must be licensed to sell lottery tickets. Although lotteries were common in the United States and some other countries during the 19th century, by the beginning of the 20th century, most forms of gambling, including lotteries and sweepstakes, were illegal in the U.S. and most of Europe as well as many other countries. Texas Lottery
The Texas Lottery is the government-operated lottery available throughout Texas. It is operated by the Texas Lottery Commission, headquartered in downtown Austin, Texas. History House Bill 54 was introduced for a state lottery on July 11, 1991. The voters of Texas approved an amendment to the Texas Constitution November 5, 1991 authorizing lottery sales in Texas. The Texas Lottery Commission created an unusual contest for the Lottery logo: designs from a contracted advertising agency were pitted against designs from the general public. One logo from each source was placed in head-to-head competition, and the winning logo, a cowboy hat thrown high in celebration (still in current use) was the public design. In the United States, lotteries are run by 48 jurisdictions: 45 states plus the District of Columbia, Puerto Rico, and the U.S. Virgin Islands. The Arizona Lottery is a state agency of Arizona in the southwest United States. It is a member of the Multi-State Lottery Association (MUSL). The Georgia Lottery Corporation, known as the Georgia Lottery, is overseen by the government of Georgia, United States. Headquartered in Atlanta, the lottery takes in over US$1 billion yearly. Multi-State Lottery Association
The Multi-State Lottery Association (MUSL) is an American non-profit, government-benefit association owned and operated by agreement of its 34 member lottery, lotteries. MUSL was created to facilitate the operation of multi-jurisdictional lottery games, most notably Powerball. MUSL was formed in December 1987, by seven U.S. lotteries. Its first game was launched in February 1988, ''Lotto America''. That game was changed to Powerball; its first drawing was in April 1992. Powerball was a unique game using two drums, suggested to MUSL by Steve Caputo of the Oregon Lottery. Massachusetts Lottery
The Massachusetts Lottery was established on September 27, 1971, following the legalization of gambling by the Massachusetts General Court, the legislature of the Commonwealth. The Lottery is administered by a commission of 5 members, who include the Treasurer and Receiver-General (who serves as chairperson), the Secretary of the Massachusetts Department of Public Safety, and the Comptroller, who serve on an ex officio basis. A video lottery terminal (VLT), also sometimes known as a video gaming terminal (VGT), video slots, or the video lottery, is a type of electronic gambling machine. They are typically operated by a region's lottery, and situated at licensed establishments such as bars and restaurants. VLTs typically feature a selection of multiple games, primarily video slot machines and Keno. Their exact operation depends on local law: many VLTs are stand-alone devices containing a random number generator. Each terminal is connected to a centralized computer system that allows the lottery jurisdiction to monitor gameplay and collect its share of revenue. The outcome of each wager on a VLT is random. North Carolina Education Lottery
North Carolina has one of the United States' youngest lottery systems, having been enacted in 2005. The North Carolina State Lottery Act created the 9-member Lottery commission who was charged with overseeing all aspects of the education lottery. 100% of North Carolina Lottery net proceeds go directly to benefit the state's education, with the current figure sitting at more than $9 billion since its inception in 2007. By law, lottery funds go to pay for school construction, need-based college financial aid, transportation, salaries for non-instructional support staff, and pre-kindergarten for at-risk four-year-olds.
