Alkhattab Alhinai
Alkhattab bin Ghalib Alhinai ( ar, الخطاب بن غالب الهنائي) (born 1953) is the Deputy Chairman of Oman State Council serving since November 2015. Alkhattab Alhinai served as a member of Oman State Council and as Chairman of the State Council Education committee on the fifth term (2011-2015) of the Council. Early life and education Alkhattab was born in Nizwa, Oman in 1953. He received a Bachelor of Science degree in geology from the American University of Beirut (AUB) in 1972. Council Of State (Oman)
The Council of State ( ''Majlis ad-Dawla al-ʿUmāniyyi'') is the upper house of the Council of Oman. It has 83 members all of whom are appointed by the Sultan. The other house is the Consultative Assembly (''Majlis al-Shura''). Legislative process The Council of State was established in December 1997 with a Royal Decree which states (article 17) that "the State Council shall assist the Government to implement the overall development strategy and shall contribute in deepening the roots of the Omani society, maintaining the achievements and ascertaining the principles of the basic law of the state". In October 2011, the legislative process was amended by a new Royal Decree; the Council of Ministers now refers a draft law to the Consultative Assembly which has to approve or amend it within 3 months of referral. The German University of Technology in Oman (GUtech) is a private university in Halban, Oman. It was established in 2007 in Muscat in collaboration with RWTH Aachen University in Germany, one of the leading and top-ranked universities of technology in Europe. GUtech was one of the first universities in Oman to receive international accreditation for all its BSc and BEng programs.
