Air Force Global Cyberspace Integration Center
The Air Force Command and Control Integration Center was an Air Combat Command field operating agency responsible for innovating, designing, developing, integrating, and sustaining command and control capabilities. It was a tenant unit at Langley Air Force Base, with several outlying support locations. The center was established in 1997 and inactivated in 2013. It had gone through numerous name and organizational changes, but maintained essentially the same mission throughout. From 2002 through 2010, it was aligned directly under the Air Staff. It is used by the greater US Department of Defense (DoD) and NATO community for controlled vocabulary management and exploration. Joint Interoperability of Tactical Command and Control Systems or JINTACCS is a United States military program for the development and maintenance of tactical information exchange configuration items (CIs) and operational procedures. It was originated in 1977 to ensure that the command and control (C2 and C3) and weapons systems of all US military services and NATO forces would be compatible. It is made up of standard Message Text Formats (MTF) for man-readable and machine-processable information, a core set of MIL-STD-2525, common warfighting symbols, and data link standards called Tactical Data Links (TDLs). JINTACCS was initiated by the US Joint Chiefs of Staff in 1977 as a successor to the Joint Interoperability of Tactical Command and Control Systems in Support of Ground and Amphibious Military Operations (1971-1977). Robert F. Behler is a retired United States Air Force major general and computer security expert who served as the Director, Operational Test and Evaluation at the United States Department of Defense from 2017 to 2021. The Joint Tactical Radio System (JTRS) aimed to replace existing radios in the American military with a single set of software-defined radios that could have new frequencies and modes (“waveforms”) added via upload, instead of requiring multiple radio types in ground vehicles, and using circuit board swaps in order to upgrade. JTRS has seen cost overruns and full program restructurings, along with cancellation of some parts of the program. TADIL-A/Link 11 is a secure half-duplex tactical data link used by NATO to exchange digital data. It was originally developed by a joint committee including members from the Canadian Navy, US Navy and Royal Navy to pass accurate targeting information between ships. The final standard was signed in Ottawa in November 1957, where the British proposed the name "TIDE" for "Tactical International Data Exchange". It was later made part of the NATO STANAG standardization process. The system operates on two frequencies, one in the high frequency (HF) range for over-the-horizon (OTH) communications, and another in the ultra high frequency (UHF) range that uses much smaller antennas and is suitable for smaller ships but lacks the OTH performance.
