Aid To Southeast Asia
Aid to Southeast Asia (ASA) is a humanitarian organization, providing help for the countries of Southeast Asia (mainly, Vietnam) on a people-to-people basis, aiming to strengthen world peace and respect for human rights. It was established in 1989 by US veterans of the war with Vietnam to provide humanitarian aid and medical equipment and supplies to Vietnam. The organization is based in the United States. In 1997 ASA helped to organize relief after Typhoon Linda. It later provided dental equipment and 8,000 pairs of eyeglasses in 1998. In 1999, ASA gave financial aid to HIV prevention programs. Volunteer medical expert groups from the United States often visit and help Vietnamese health facilities through the efforts of ASA. The organization receives funding from the Combined Federal Campaign (CFC) and individual donors, as well as some corporate funding. Tropical Storm Linda (1997)
Severe Tropical Storm Linda, also known as Typhoon Linda, Cyclonic Storm Linda (BOB 08), or in the Philippines as Tropical Depression Openg, was the worst typhoon in southern Vietnam in at least 100 years, killing thousands of people and leaving extensive damage. It formed on October 31, 1997 in the South China Sea, between Indochina and the Philippines. Strengthening as it moved westward, Linda struck extreme southern Vietnam on November 2 with winds of 65 mph (100 km/h), dropping heavy rainfall. Once in the Gulf of Thailand it strengthened further to minimal typhoon status, but weakened to tropical storm strength before crossing the Malay Peninsula into the Bay of Bengal, the first storm to do so in five years. It restrengthened in the Indian Ocean to typhoon status, but increasing wind shear and weakened steering currents caused Linda to dissipate on November 9. Combined Federal Campaign
The Combined Federal Campaign (CFC) is the workplace giving program of the federal government of the United States. The program is authorized by executive order 12353 (as amended) of March 23, 1982, and is overseen by the United States Office of Personnel Management (OPM). Issued by President Reagan, the order states that a CFC objective is "to lessen the burdens of government and of local communities in meeting needs of human health and welfare..." According to OPM's website, the mission of the CFC "is to promote and support philanthropy through a program that is employee focused, cost-efficient, and effective in providing all federal employees the opportunity to improve the quality of life for all".
