The Agency for the Development of Kanak Culture (Agence de développement de la culture kanak, ADCK), on New Caledonia is an administrative agency, established in 1989, to preserve and promote Kanak and Pacific Islands culture, art and heritage. It was formed on the first anniversary of the signature Matignon-Oudinot Agreements to recognise and promote the values of Kanak culture. Kanak People
The Kanak ( French spelling until 1984: Canaque) are the indigenous Melanesian inhabitants of New Caledonia, an overseas collectivity of France in the southwest Pacific. According to the 2019 census, the Kanak make up 41.2% of New Caledonia's total population — corresponding to around 112,000 people. The Kanak population is traditionally contrasted with two other groups of European descent: (1) the Caldoche, who were born in New Caledonia; and (2) the Zoreille, who live in the territory yet were born in metropolitan France. The earliest traces of human settlement in New Caledonia go back to Lapita culture, about 3000 BP, i.e. 1000 BCE. In addition, Polynesian seafarers have intermarried with the Kanaks over the last centuries. New Caledonia was annexed to France in 1853, and became an overseas territory of France in 1956. Matignon Agreements (1988)
The Matignon Agreements were agreements signed in the Hôtel Matignon by Jean-Marie Tjibaou and Jacques Lafleur on 26 June 1988 between loyalists who wanted to keep New Caledonia as a part of the French Republic, and separatists, who did not. The agreements were arranged under the aegis of the Government of France as a result of discussions and compromises arranged by Christian Blanc, the negotiator for Michel Rocard's government. Description The accords set up a ten-year period of development. Institutional and economical provisions were made for the Kanak community. The New Caledonians agreed not to raise the independence issue during this period. The agreements provided amnesty for those involved in the Ouvéa cave hostage taking incident of 1988, and interdicted all proceedings in regard to the deaths of four gendarmes and 19 members of the independentist Kanaks. Jean-Marie Tjibaou Cultural Centre
The Jean-Marie Tjibaou Cultural Centre (french: Centre culturel Tjibaou), on the narrow Tinu Peninsula, approximately northeast of the historic centre of Nouméa, the capital of New Caledonia, celebrates the vernacular Kanak culture, the indigenous culture of New Caledonia, amidst much political controversy over the independent status sought by some Kanaks from French rule. It opened in June 1998 and was designed by Italian architect Renzo Piano and named after Jean-Marie Tjibaou, the leader of the independence movement who was assassinated in 1989 and had a vision of establishing a cultural centre which blended the linguistic and artistic heritage of the Kanak people. The Kanak building traditions and the resources of modern international architecture were blended by Piano.
