Administrative Panel
The Administrative Panel () is one of five vocational panels which together elect 43 of the 60 members of Seanad Éireann, the upper house of the Oireachtas (the legislature of Ireland). The Administrative Panel elects seven senators. Election Article 18 of the Constitution of Ireland provides that 43 of the 60 senators are to be elected from five vocational panels. The Administrative Panel is defined in Article 18.7.1º(v) as "Public Administration and social services, including voluntary social activities". The Seanad returning officer maintains a list of nominating bodies for each of the five panels. Candidates may be nominated either by four members of the Oireachtas or by a nominating body. The electorate consists of city and county councillors and current members of the Oireachtas. Seanad Éireann
Seanad Éireann (, ; "Senate of Ireland") is the upper house of the Oireachtas (the Irish legislature), which also comprises the President of Ireland and Dáil Éireann (the lower house). It is commonly called the Seanad or Senate and its members senators (''seanadóirí'' in Irish, singular: ''seanadóir''). Unlike Dáil Éireann, it is not directly elected but consists of a mixture of members chosen by various methods. Its powers are much weaker than those of the Dáil and it can only delay laws with which it disagrees, rather than veto them outright. It can introduce new legislation. It has been located, since its establishment, in Leinster House. Christopher Byrne (politician)
Christopher Michael Byrne (1886 – 12 April 1958) was an Irish politician whose career as a Teachta Dála (TD) and Senator came in two distinct periods, separated by a decade's gap and a change of party. He was also involved in the Gaelic Athletic Association (GAA). Personal life He was born in Blackrock, County Dublin, and educated at Blackrock College. He married Lucy Cullen in 1919, they had no children. Politics Byrne was first elected to the Second Dáil as Sinn Féin TD for Kildare–Wicklow, at the 1921 general election. He was re-elected the following year as a pro-Treaty Sinn Féin candidate, and returned at the 1923 general election as a Cumann na nGaedheal TD for the Wicklow constituency. In 1926 he resigned from Cumann na nGaedheal over the results of the Irish Boundary Commission and later joined Clann Éireann with other politicians who also opposed the results. Edward Monahan was an Irish Fine Gael politician. He was a member of Seanad Éireann from 1943 to 1944. He was elected to the 4th Seanad in 1943 by the Administrative Panel. Michael Hearne (died 1954) was an Irish Fianna Fáil politician. He was a member of Seanad Éireann from April to August 1938, and from 1943 to 1954. He was first elected to the 2nd Seanad in April 1938 by the Industrial and Commercial Panel, but lost his seat at the August 1938 election. Richard Walsh (1889 – 4 December 1957) was an Irish Fianna Fáil politician. He was first elected to Dáil Éireann as a Teachta Dála (TD) for the Mayo South constituency at the September 1927 general election. Desmond FitzGerald (politician)
Desmond FitzGerald (13 February 1888 – 9 April 1947) was an Irish revolutionary, poet, publicist and Fine Gael politician who served as Minister for Defence from 1927 to 1932, Minister for External Affairs from 1922 to 1927, Minister for Publicity from 1921 to 1922 and Director of Publicity from 1919 to 1921. He served as a Teachta Dála (TD) from 1918 to 1937. He was a Senator for the Administrative Panel from 1938 to 1943. Early life Desmond FitzGerald was born Thomas Joseph FitzGerald in Forest Gate in West Ham, Essex in 1888. James McGee (Irish Politician)
James Thomas McGee (23 September 1885 – 19 January 1956) was an Irish farmer, cattle dealer and politician. The owner of a farm at Kellystown near Ardee, County Louth, he was chairman of the Irish Cattle Traders and Stockowners Association. He was involved in local politics. He was a member of Louth County Council for forty years, of which he was chairman from from 1925 to 1955. He was also chairman of Ardee Town Commissioners. He was an Independent member of Seanad Éireann from 1938 to 1956. Michael Hayes (politician)
Michael Joseph Hayes (1 December 1889 – 11 July 1976) was an Irish Fine Gael politician who served as Ceann Comhairle of Dáil Éireann from 1922 to 1932, Minister for Foreign Affairs from August 1922 to September 1922 and Minister for Education January 1922 to August 1922. He served as a Teachta Dála (TD) for the National University constituency from 1921 to 1933. He was a Senator from 1938 to 1965. Hayes was born in Dublin in 1889. He was educated at the Synge Street CBS and at University College Dublin (UCD). He later became a lecturer in French at the university. In 1913, he joined the Irish Volunteers and fought in Jacob's Factory during the Easter Rising in 1916. He escaped capture but was arrested in 1920 and interned at Ballykinlar, County Down.
