Active Travel (Wales) Act 2013
The Active Travel (Wales) Act 2013 (anaw 7) ( cy, Deddf Teithio Llesol (Cymru) 2013) was an Act of the National Assembly for Wales that was given royal assent on 4 November 2013. The Act requires local authorities to continuously improve facilities and routes for pedestrians and cyclists and to prepare maps identifying current and potential future routes for their use. The Act also requires new road schemes (including road improvement schemes) to consider the needs of pedestrians and cyclists at design stage. The law was passed after a six-year campaign led by Lee Waters, then director of Sustrans Cymru. In 2016, 'lack of funds and leadership' and resistance from highways engineers, were among the factors blamed for the failure of the Act to deliver its potential. Carl Sargeant
Carl Sargeant (1968 – 7 November 2017) was a Welsh politician who was the Cabinet Secretary for Communities and Children in the Welsh Government. He represented the constituency of Alyn and Deeside in the National Assembly for Wales from 2003. Sargeant was removed from his Cabinet position and suspended from Welsh Labour on 3 November 2017 following allegations about his behaviour. He died four days later, reportedly taking his own life. On 11 July 2019, an inquest ruled his death a suicide. Background Sargeant was born in St Asaph, Flintshire, to Sylvia (née Hughes) and Malcolm Sargeant. Before becoming an Assembly Member, Sargeant worked as a process operator at the Warwick International Limited chemical manufacturing plant in Mostyn. He was also a quality and environmental auditor and a member of the site's Emergency Response Team. Royal Assent
Royal assent is the method by which a monarch formally approves an act of the legislature, either directly or through an official acting on the monarch's behalf. In some jurisdictions, royal assent is equivalent to promulgation, while in others that is a separate step. Under a modern constitutional monarchy, royal assent is considered little more than a formality. Lee Waters
Lee Waters (born 12 February 1976) is a Welsh Labour and Co-operative politician serving in the Welsh Government as the Deputy Minister for Climate Change since 2021. He has served as the Member of the Senedd (MS) for Llanelli since 2016 and was Deputy Minister for Economy and Transport from 2018 to 2021. Early life Waters grew up in Brynamman in the Aman Valley. His father was a coal miner who was made redundant and his mother was a hairdresser. He has stated he did not grow up in a political or "militant" family but remembered his father, who was supportive of a ballot rather than industrial action at the time, going on strike. He studied at Amman Valley Comprehensive School and while at school wrote a piece for Wales on Sunday about his fellow students, asking whether they were planning on staying in their community. Sustrans
Sustrans is a United Kingdom-based walking, wheeling and cycling charity, and the custodian of the National Cycle Network. Its flagship project is the National Cycle Network, which has created of signed cycle routes throughout the United Kingdom including of traffic-free paths. The rest of the network is on previously existing and mostly minor roads, in which motor traffic will be encountered. Sustrans works with schools to encourage active travel (cycling, walking or scooting) among students. It also works with employers and local authorities. Acts Of The National Assembly For Wales
An Act of Senedd Cymru ( cy, Deddf gan Senedd Cymru), or informally an Act of the Senedd, is primary legislation that can be made by the Senedd (Welsh Parliament; ) under part 4 of the Government of Wales Act 2006 (as amended by the Wales Act 2017). Prior to 6 May 2020 any legislation was formally known as an Act of the National Assembly for Wales ( cy, Deddf Cynulliad Cenedlaethol Cymru) or informally, an Act of the Assembly. The power to make primary legislation was conferred on the assembly following the 2011 elections as a commencement order had been passed in the Assembly by simple majority prior to dissolution. The activation of part 4 legislative powers was as a result of a "yes" vote in the 2011 referendum held in Wales.
