Act Respecting The Future Of Quebec
The Act Respecting the Future of Quebec (also known as "Bill 1" or the "Sovereignty Bill") was a bill proposed to the Quebec National Assembly by Premier Jacques Parizeau and his Parti Québécois government in 1995. It proposed to give the National Assembly the power to declare Quebec " sovereign", with the "exclusive power to pass all its laws, levy all its taxes and conclude all its treaties". It received a first reading in the National Assembly but the final version of the bill was never voted on following the defeat of the sovereignty option in the 1995 Quebec referendum. Had it become law, it would have served as the legal basis for the Quebec government to declare Quebec a sovereign country. Preamble The bill contained a 1,586-word preamble, evoking the history of Quebec and the right of the Quebec people to choose its destiny. The National Assembly of Quebec (officially in french: link=no, Assemblée nationale du Québec) is the legislative body of the province of Quebec in Canada. Legislators are called MNAs (Members of the National Assembly; french: link=no, députés). The King in Right of Quebec, represented by the Lieutenant Governor of Quebec and the National Assembly compose the Legislature of Quebec, which operates in a fashion similar to those of other Westminster-style parliamentary systems. The assembly has 125 members elected first past the post from single-member districts. The National Assembly was formerly the lower house of Quebec's legislature and was then called the Legislative Assembly of Quebec. In 1968, the upper house, the Legislative Council, was abolished and the remaining house was renamed. The office of President of the National Assembly is equivalent to speaker in other legislatures.
