Accident Investigation Commission
The Papua New Guinea Accident Investigation Commission (PNGAIC) is an agency of the Government of Papua New Guinea (GoPNG) investigating aviation accidents and serious incidents. The office is located in Level 1, NAQIA Building, Morea-Tobo Road, 6 Mile, National Capital District. The National Capital District of Papua New Guinea is the incorporated area around Port Moresby, which is the capital of Papua New Guinea. Although it is surrounded by Central Province, where Port Moresby is also the capital, it is technically not a part of that province. It covers an area of 240 km2 and has a population of 364,125 (2011 census). It is represented by three open MPs and an NCD-wide representative in the National Parliament of Papua New Guinea who acts as Governor of the National Capital District; however, these MPs do not have the same powers as elsewhere in the country due to the role of the National Capital District Commission. Chicago Convention On International Civil Aviation
The Convention on International Civil Aviation, also known as the Chicago Convention, established the International Civil Aviation Organization (ICAO), a specialized agency of the United Nations charged with coordinating international air travel. The Convention establishes rules of airspace, aircraft registration and safety, security, and sustainability, and details the rights of the signatories in relation to air travel. The Convention also contains provisions pertaining to taxation. The document was signed on December 7, 1944, in Chicago by 52 signatory states. It received the requisite 26th ratification on March 5, 1947, and went into effect on April 4, 1947, the same date that ICAO came into being. In October of the same year, ICAO became a specialized agency of the United Nations Economic and Social Council (ECOSOC). Airlines PNG Flight 1600
On 13 October 2011, Airlines PNG Flight 1600, a Dash 8 regional aircraft on a domestic flight from Lae to Madang, Papua New Guinea, crash-landed in a forested area near the mouth of the Gogol River, after losing all engine power. Only four of the 32 people on board survived. It was the deadliest plane crash in the history of Papua New Guinea. The subsequent investigation found that the flight crew had inadvertently retarded the power levers below the lowest position allowable in flight (known as ''flight idle''), causing both propellers to overspeed and leading to a complete loss of engine power. A 'beta lockout' mechanism that would have prevented the overspeed even in case of erroneous power lever setting was available but not installed on the accident aircraft. Air Niugini Flight 73 was a scheduled service from Pohnpei, Federated States of Micronesia (FSM) to Port Moresby, Papua New Guinea, via Chuuk, FSM. On 28 September 2018, a Boeing 737, operated by Air Niugini, landed short of the runway at Chuuk International Airport in Weno (FSM) and came to rest in Chuuk Lagoon. Locals in small boats rescued most passengers and all crew members. One passenger was initially declared missing, and was later found dead by rescue divers.
