Auditor General Of South Africa
The Auditor-General of South Africa (AGSA) is an office established by the 1996 Constitution of South Africa and is one of the Chapter nine institutions intended to support democracy, although its history dates back at least 100 years. Tsakani Maluleke took over as Auditor-General on 1 December 2020. She replaced Thembekile Makwetu who was deputy auditor-general until he took over from Terence Nombembe whose contract ended in December 2013. Nombembe, who also served as deputy auditor-general prior to his appointment, replaced Shauket Fakie on his retirement in December 2006. Mandate The Auditor-General, a "watchdog over the government," is an ombudsman-type office similar to that of the Public Protector, but with much more limited jurisdiction. The focus of the office is not inefficient or improper bureaucratic conduct but the proper use and management of public money. Constitution Of South Africa
The Constitution of South Africa is the supreme law of the Republic of South Africa. It provides the legal foundation for the existence of the republic, it sets out the rights and duties of its citizens, and defines the structure of the Government. The current constitution, the country's fifth, was drawn up by the Parliament elected in 1994 in the South African general election, 1994. It was promulgated by President Nelson Mandela on 18 December 1996 and came into effect on 4 February 1997, replacing the Interim Constitution of 1993. The first constitution was enacted by the South Africa Act 1909, the longest-lasting to date. Since 1961, the constitutions have promulgated a republican form of government. Chapter Nine Institutions
Chapter Nine Institutions refer to a group of organisations established in terms of Chapter 9 of the South African Constitution to guard democracy. The institutions are: * the Public Protector * the South African Human Rights Commission (SAHRC) * the Commission for the Promotion and Protection of the Rights of Cultural, Religious and Linguistic Communities (CRL Rights Commission) * the Commission for Gender Equality (CGE) * the Auditor-General * the Independent Electoral Commission (IEC) * an Independent Authority to Regulate Broadcasting. Though chapter nine calls for a broadcast regulator it does not specifically mandate the Independent Communications Authority of South Africa (ICASA). Tsakani Maluleke
Tsakane is a township located in Ekurhuleni, Gauteng, South Africa. It was established during the early 1960s due to Apartheid's segregationist policies and was formally founded as a designated area. Tsakane is a Tsonga word which means joy or happiness. During the 2011 Census the population of Tsakane consisted of Black Africans (134,342), Coloureds (539), Whites (28), Indian/Asians (216) - 135,994 in total. The languages that are spoken are as follows: IsiZulu, Sotho, Xhosa, Setswana, Xitsonga, Ndebele and English. Tsakane is divided into different extensions: 1, 11, 12, 13, 15, 16, 17, 19, 5, 8, 9 and 22. Some of the Public schools in the area are Mamellong Comprehensive school & J.E Malepe Secondary school. Thembekile Kimi Makwetu
Thembekile Kimi Makwetu (died 11 November 2020) was a South African Chartered accountant. He served as the Auditor-General of South Africa between 2013 and 2020. Education Makwetu was born in Cape Town, South Africa on the 7th of January 1966. Matriculated in 1984 from St Johns College in Umtata. In 1989, he graduated with a degree in Social Sciences from the University of Cape Town. After receiving a BCompt Honours degree from the University of Natal in 1997, he qualified as a chartered accountant. Career He took a job with Standard Bank, and would go on to work at Nampak. He completed his articles of clerkship at Deloitte. He later went on to work for Metropolitan Life in Western Cape and for Liberty Life in Gauteng, before becoming a director in Deloitte's forensic unit. In 2007, he joined the Auditor-General's office as Deputy Auditor-General under Terence Nombembe. Terence Mncedisi Nombembe (born 30 September 1961 in Qumbu, Eastern Cape The Eastern Cape is one of the provinces of South Africa. Its capital is Bhisho, but its two largest cities are East London and Gqeberha. During his tenure as Auditor General, Nombembe gained a reputation for integrity. An outspoken critic of corruption, he has been called the commercial equivalent of former Public Protector Advocate Thuli Madonsela. In August 2017, Nombembe was re-appointed as Non-Executive Director of the South African Reserve Bank.
