Canada's Ambassador for Women, Peace and Security is a diplomatic role, established by the Federal Government of Canada in 2019. Jacqueline O'Neill is a Canadian diplomat from St. Albert, Alberta. She is Canada's first Ambassador for Women, Peace and Security, and a co-founder of the Roméo Dallaire Child Soldiers Initiative. Early life and education O'Neill is from St. Albert, Alberta. Her mother, Mary O'Neill, was a member of the Legislative Assembly of Alberta and her father, Jack O'Neill, was a deputy minister in Alberta. She attended St. Albert Catholic High School. O'Neill has a bachelor’s degree in commerce from the University of Alberta, and a master’s degree in public policy from the Harvard Kennedy School of Government. Feminist foreign policy, or feminist diplomacy, is a concept that calls for a state to promote values and good practices to achieve gender equality, and to guarantee all women enjoy their human rights, through diplomatic relations. The practice was initiated by Margot Wallström, former Swedish Foreign Affairs Minister. Feminist foreign policy is prevalent in development aid, where financing can target and incentivize programs that prioritize gender equality. It is also prevalent in diplomacy when aiming at achieving gender parity in the number of ambassador posts.
