Albanian Parliamentary Election, 2013
Parliamentary elections were held in Albania on 23 June 2013. The result was a victory for the Alliance for a European Albania led by the Socialist Party and its leader, Edi Rama. Incumbent Prime Minister Sali Berisha of the Democratic Party-led Alliance for Employment, Prosperity and Integration conceded defeat on 26 June, widely viewed as a sign of growing democratic maturity in Albania. Background The previous parliamentary elections were held on 28 June 2009 and resulted in a victory for the Democratic Party of Albania-led Alliance of Change, which received 46.92 of the vote, winning 70 of the 140 seats. The opposition Union for Change headed by Edi Rama of the Socialist Party received almost 45.34% of the vote and won the other 66 seats. The Democratic Party led by Sali Berisha formed the government with Berisha as Prime Minister. 2009 Albanian Parliamentary Election
Parliamentary elections were held in Albania on 28 June 2009. No alliance achieved 71 deputies on its own needed to form a parliamentary majority. A coalition government was formed by the Democratic Party and Socialist Movement for Integration. Electoral System The 140 members of Parliament were elected in twelve multi-member constituencies analogous to the country's twelve counties. Within the constituencies, seats are elected by closed list proportional representation, with an electoral threshold of 3% for parties and 5% for alliances. Seats are allocated to alliances using the d'Hondt system, then to political parties using the Sainte-Laguë method. Closed List
Closed list describes the variant of party-list systems where voters can effectively only vote for political parties as a whole; thus they have no influence on the party-supplied order in which party candidates are elected. If voters had some influence, that would be called an open list. Closed list systems are still commonly used in party-list proportional representation, and most mixed electoral systems also use closed lists in their party list component. Many countries, however have changed their electoral systems to use open lists to incorporate personalised representation to their proportional systems. Kukës County (; sq, Qarku i Kukësit) is a landlocked county in northeastern Albania, with the capital in Kukës. The county spans and had a total population of 74,388 people as of 2021. Webster/Sainte-Laguë Method
The Webster method, also called the Sainte-Laguë method () or the major fractions method, is a method for allocating seats in a parliament among federal states, or among parties in a party-list proportional representation system. The method was first described in 1832 by the American statesman and senator Daniel Webster. In 1842 the method was adopted for proportional allocation of seats in United States congressional apportionment (Act of 25 June 1842, ch 46, 5 Stat. 491). It was then replaced by Hamilton method and in 1911 the Webster method was reintroduced. The method was again replaced in 1940, this time by the Huntington–Hill method.
