Ahmad Bahar (Palestinian Politician)
Ahmad Mohammad Bahar ( ar, أحمد بحر, born 1949) is the first deputy speaker of the Palestinian Legislative Council (PLC) since his election to that post on 18 January 2006. Born in Gaza City, he was a professor at the Islamic University of Gaza. In 2012, he delivered a televised sermon in which he prayed for Allah to kill "the Jews and their supporters... ndthe Americans and their supporters... without leaving a single one". This statement has been characterized as incitement to genocide. The Speaker of the Palestinian Legislative Council is the chairman of the Palestinian Legislative Council of the Palestinian Authority. As Chairman, the Speaker acts as interim President of the Palestinian National Authority if the latter is unable to perform his or her duties. Palestinian Legislative Council
The Palestinian Legislative Council (PLC) is the unicameral legislature of the Palestinian Authority, elected by the Palestinian residents of the Palestinian territories of the West Bank and Gaza Strip. It currently comprises 132 members, elected from 16 electoral districts of the Palestinian Authority. The PLC has a quorum requirement of two-thirds, and since 2006 Hamas and Hamas-affiliated members have held 74 of the 132 seats in the PLC. Incitement To Genocide
Incitement to genocide is a crime under international law which prohibits inciting (encouraging) the commission of genocide. An extreme form of hate speech, incitement to genocide is considered an inchoate offense and is theoretically subject to prosecution even if genocide does not occur, although charges have never been brought in an international court without mass violence having occurred. "Direct and public incitement to commit genocide" was forbidden by the Genocide Convention in 1948. Incitement to genocide is often cloaked in metaphor and euphemism and may take many forms beyond direct advocacy, including dehumanization and "accusation in a mirror". Aziz Dweik
Aziz Dweik ( ; ar, عزيز دويك ) (born January 12, 1948) is the Speaker of the Palestinian Legislative Council (PLC) since his election to that post on 18 January 2006. Dweik, as speaker of the PLC, is recognized by many Palestinians including those living in Gaza, as being the Interim President of the Palestinian National Authority since 19 October 2016 when the national unity government was dissolved. He was also recognized as the interim president from 15 January 2009, when the elected term of Mahmoud Abbas officially expired, until 2 June 2014, when the national unity government was formed. Khalil al-Hayya (Arabic: خليل الحية) is a senior Hamas official who was elected to the Palestinian Legislative Council on 25 January 2006 as a representative of Gaza City. He resided in the neighborhood of Shuja'iyya.
