55th New Brunswick Legislative Assembly
The 55th New Brunswick Legislative Assembly was created following a general election in 2003 and was dissolved on August 18, 2006. Leadership The speaker from its first meeting until February 14, 2006 was Bev Harrison who had served as speaker in the 54th Assembly as well. Harrison resigned from the post to join the cabinet. Michael Malley was elected speaker by acclamation on March 28, 2006 and served in that role until the assembly was dissolved. Premier Bernard Lord led the government for the whole of the life of the assembly. Shawn Graham led the opposition for the whole of the life of the assembly. From its forming to her resignation on October 13, 2005, Elizabeth Weir led the third party New Democrats. Following her resignation, the New Democrats were no longer represented in the assembly. Ed Doherty (politician)
Edward Joseph "Ed" Doherty, (born May 22, 1949) is a New Brunswick ophthalmologist and politician, who has served in the Legislative Assembly of New Brunswick representing the riding of Saint John Harbour. He was born in Moncton, New Brunswick, the son of Joseph Doherty and Marion McMackin, and was educated in Moncton, at St. Francis Xavier University and at Dalhousie University. Doherty interned at the Jewish General Hospital in Montreal and practised in Antigonish, Nova Scotia from 1975 to 1980. David Alward
David Nathan Alward (born December 2, 1959) is a Canadian politician, who served as the 32nd premier of New Brunswick, 2010 to 2014. Alward has been a member of the Legislative Assembly of New Brunswick since 1999 and has been the leader of the Progressive Conservative Party of New Brunswick. His party was defeated on September 22, 2014, and Alward resigned as Progressive Conservative Party of New Brunswick leader on September 23, 2014. On April 24, 2015, Alward was named Canadian consul general in Boston. Early life Alward was born in Beverly, Massachusetts. The son of a minister, Alward moved to Atlantic Canada in his youth where he graduated from high school in Nackawic, New Brunswick. Kenneth Eric Allaby (born August 7, 1943 on Grand Manan Island, New Brunswick) is a former New Brunswick politician. He first ran for the Legislative Assembly of New Brunswick, as a Liberal in the 1982 election but was defeated. New Brunswick Liberal Association
The New Brunswick Liberal Association (french: Association libérale du Nouveau-Brunswick), more popularly known as the New Brunswick Liberal ''Party'' or Liberal Party of New Brunswick, is one of the two major provincial political parties in New Brunswick, Canada. The party descended from both the Confederation Party and the Anti-Confederation Party whose members split into left-wing and right-wing groups following the creation of Canada as a nation in 1867. The current political organization emerged in the 1880s to serve as an organization housing the supporters of Premier Andrew G. Blair and, later, federal Liberal Party of Canada leader Wilfrid Laurier. Today, the New Brunswick Liberal Party follows the centre-left tradition. Hédard Albert, (born in Saint-Simon, New Brunswick), is a New Brunswick politician. Albert worked for 35 years at the CCNB (francophone branch of the New Brunswick Community College system) fisheries school where he taught, conducted research and served as school administrator. A committee of the whole is a meeting of a legislative or deliberative assembly using procedural rules that are based on those of a committee, except that in this case the committee includes all members of the assembly. As with other (standing) committees, the activities of a committee of the whole are limited to considering and making recommendations on matters that the assembly has referred to it; it cannot take up other matters or vote directly on the assembly's business. Pair (parliamentary Convention)
In parliamentary practice, pairing is an informal arrangement between the government and opposition parties whereby a member of a legislative body agrees or is designated by the party whip to be absent from the chamber or to abstain from voting when a member of the other party needs to be absent from the chamber due to other commitments, illness, travel problems, etc. The member that needs to be absent from their chamber would normally consult with his or her party whip, who would arrange a pair with his counterpart in the other major party, who as a matter of courtesy would normally arrange for one of its members to act as the pair. A pairing would usually not apply for critical votes, such as no-confidence votes. The member abstaining from voting is referred to as a pair. A minority government, minority cabinet, minority administration, or a minority parliament is a government and cabinet formed in a parliamentary system when a political party or coalition of parties does not have a majority of overall seats in the legislature. It is sworn into office, with or without the formal support of other parties, enabling a government to be formed. Under such a government, legislation can only be passed with the support or consent of enough other members of the legislature to provide a majority, encouraging multi-partisanship.
