48th Delaware General Assembly
The 48th Delaware General Assembly was a meeting of the legislative branch of the state government, consisting of the Delaware Senate and the Delaware House of Representatives. Elections were held the first of Tuesday, October and terms began on the first Tuesday in January. It met in Dover, Delaware, convening January 6, 1824, two weeks before the beginning of the first year of the administration of Governor Samuel Paynter. The apportionment of seats was permanently assigned to three senators and seven representatives for each of the three counties. Population of the county did not effect the number of delegates. Both chambers had a Federalist majority. Delaware General Assembly
The Delaware General Assembly is the legislature of the U.S. state of Delaware. It is a bicameral legislature composed of the Delaware Senate with 21 senators and the Delaware House of Representatives with 41 representatives. It meets at Legislative Hall in Dover, Delaware, convening on the second Tuesday of January of odd-numbered years, with a second session of the same Assembly convening likewise in even-numbered years. Normally the sessions are required to adjourn by the last day of June of the same calendar year. However the Governor can call a special session of the legislature at any time. Members are elected from single-member districts, all apportioned to roughly equal populations after each decennial Census. Delaware Senate
The Delaware Senate is the upper house of the Delaware General Assembly, the state legislature of the U.S. state of Delaware. It is composed of 21 Senators, each of whom is elected to a four-year term, except when reapportionment occurs, at which time Senators may be elected to a two-year term. There is no limit to the number of terms that a Senator may serve. The Delaware Senate meets at the Legislative Hall in Dover. In order to accommodate the ten-year cycle of reapportionment, the terms of office of the several Senators are staggered so that ten Senators are elected to terms of two years at the first biennial general election following reapportionment, followed by two four-year terms, and eleven Senators are elected at the said election for two four-year terms, followed by a two-year term. The Delaware State House of Representatives is the lower house of the Delaware General Assembly, the state legislature of the U.S. state of Delaware. It is composed of 41 Representatives from an equal number of constituencies, each of whom is elected to a two-year term. Samuel Paynter
Samuel Paynter (August 24, 1768 – October 2, 1845) was an American merchant and politician from Drawbridge, in Broadkill Hundred, Sussex County, Delaware. He was a member of the Federalist Party, who served in the Delaware General Assembly and as Governor of Delaware. Early life and family Paynter was born at Drawbridge in Broadkill Hundred, Sussex County, Delaware, son of Samuel and Meritta Hazzard Paynter. His ancestor, Richard Paynter came to Lewes, Delaware before 1700, and his grandfather, Samuel Paynter, bought land in Broadkill Hundred in 1732. Samuel, our subject, married Elizabeth Rowland in 1796 and they had six children, Mary, Elizabeth, Sally, Samuel Rowland, John Parker, and Alfred Shockley. They were members of St. Peter's Episcopal Church in Lewes. Federalist Party
The Federalist Party was a Conservatism in the United States, conservative political party which was the first political party in the United States. As such, under Alexander Hamilton, it dominated the national government from 1789 to 1801. Defeated by the Jeffersonian Republicans in 1800, it became a minority party while keeping its stronghold in New England and made a brief resurgence by opposing the War of 1812. Charles Thomas (Delaware Governor)
Charles Thomas (June 23, 1790 – February 8, 1848) was an American lawyer and politician from New Castle, in New Castle County, Delaware. He was a member of the Democratic-Republican Party, who served in the Delaware General Assembly and as Governor of Delaware. Early life and family Thomas was born at Dragon Neck in Red Lion Hundred, New Castle County, Delaware, son of Charles & Susanna McCallmont Thomas. His father was an elder of the New Castle Presbyterian Church and president of the New Castle Turnpike Company. Charles Jr. married Eliza Stoops and they had one child, Eliza. The lived at the "Thomas House" at the corner of Harmony Street and the Strand, now the Parish House of Immanuel Episcopal Church. They were members of New Castle Presbyterian Church. There are no known records showing the fate of Thomas' wife, Eliza. Willard Hall
Willard Hall (December 24, 1780 – May 10, 1875), was a Delaware attorney and politician from Wilmington in New Castle County. He was a member of the Democratic-Republican Party, who served in the Delaware Senate, as a United States representative from Delaware and as a United States district judge of the United States District Court for the District of Delaware. He served as the first President of the Delaware Historical Society, was President of the state Bible society, and was instrumental in the formation of the Wilmington Savings Fund Society as a community bank, serving as its President for more than 40 years. The Delaware Historical Society began in 1864 as an effort to preserve documents from the Civil War. Since then, it has expanded into a statewide historical institution with several buildings, including Old Town Hall and the Delaware History Museum, in Wilmington and the historic Read House & Gardens in New Castle.
