39th New York State Legislature
The 39th New York State Legislature, consisting of the New York State Senate and the New York State Assembly, met from January 30 to April 17, 1816, during the ninth year of Daniel D. Tompkins's governorship, in Albany. Background Under the provisions of the New York Constitution of 1777, amended by the Constitutional Convention of 1801, 32 senators were elected on general tickets in the four senatorial districts for four-year terms. They were divided into four classes, and every year eight Senate seats came up for election. Assemblymen were elected countywide on general tickets to a one-year term, the whole Assembly being renewed annually. In 1797, Albany was declared the State capital, and all subsequent Legislatures have been meeting there ever since. John Tayler
John Tayler (July 4, 1742 – March 19, 1829) was a merchant and politician. He served nine years as Lieutenant Governor of New York, four months acting as the sixth Governor of New York, and also in both houses of the New York State Legislature. Life He was a trader, farmer, and shopkeeper in Albany, New York. He married Margarita Van Valkenburgh in 1764. Tayler was a Patriot during the Revolutionary War. He was drawn into public service for the Colonies. He was a member from Albany County in the New York State Assembly from 1777 to 1779, in 1780–81, and from 1785 to 1787. He was appointed City Recorder (Deputy Mayor) of Albany in 1793, and First Judge of the Albany County Court in 1797. The Council of Appointment (sometimes also Council of Appointments) was a body of the Government of New York that existed from 1777 to 1822. History Under the New York Constitution of 1777, the Council of Appointment consisted of the Governor of New York, who was ''ex officio'' president of this council but had only a casting vote, and four members of the New York State Senate, one each from the state's senatorial electoral districts. These state senators were elected for a one-year term by the New York State Assembly and could not be re-elected for the following term. Perinton, New York
Perinton (originally Perrinton (in federal censuses) and sometimes Perrington when still part of Ontario County) is a town in Monroe County, New York, United States. The population was 46,462 at the 2010 census. The village of Fairport is within the town on the Erie Canal. Perinton is adjacent to the coterminous town and village of East Rochester (west), and the towns of Victor (south), Macedon (east), Pittsford (west), and Penfield (north). Peter Buell Allen
Peter Buell Allen (November 24, 1775 – June 13, 1833) was a politician and military commander in New York State in the early 1800s and a pioneer of Vigo County and Terre Haute, Indiana. Peter Buell Allen was born in Dutchess County, New York to Moses and Chloe (Ward) Allen and was the eldest of eight children, including his younger brother Nathaniel Allen. Peter and his wife, Mary moved from Duchess County to Ontario County, New York in 1797 and the US Census of 1800 recorded them as having two sons, Ira age 1 and Henry age 3. In 1812 Peter Allen served in the Ontario County Legislature before being commissioned in the New York State Militia as a Commanding Lieutenant Colonel in the 22nd Infantry Regiment. William Alexander Duer
William Alexander Duer (September 8, 1780 – May 30, 1858) was an American lawyer, jurist, and educator from New York City who served as the President of Columbia University from 1829 to 1842. He was also a slaveholder, owning numerous enslaved African Americans. Early life He was the son of William, a member of the Continental Congress and Catherine Alexander Duer. His brother John Duer was a New York lawyer and jurist. His nephew William Duer, the son of John Duer, also served in Congress. William A. Duer studied law in Philadelphia, and with Nathaniel Pendleton in New York. Career During the quasi-war with France in 1798 he obtained the appointment of midshipman in the navy, and served under Stephen Decatur. Jacob Barker (December 17, 1779 – December 26, 1871) was an American financier and lawyer. Early life He was born on December 17, 1779, in Swan Island, Maine, of Quaker parentage. He was the son of Robert Barker (1723–1780) and Sarah ( née Folger) Gardner (1739–1833), who was born on Nantucket. His mother was a widow of Hezekiah Gardner, with whom she had a son, Gideon Gardner (1759–1832), who served as a U.S. Representative from Massachusetts. His parents married in April 1763.
