The 37th United States Congress was a meeting of the legislative branch of the United States federal government, consisting of the United States Senate and the United States House of Representatives. It met in Washington, D.C. from March 4, 1861, to March 4, 1863, during the first two years of Abraham Lincoln's presidency. * May 20, 1861: North Carolina Secession Convention enacted an Ordinance of Secession. * May 23, 1861: Virginia popular referendum ratified Ordinance of Secession. 5 of 12 U.S. Representatives remained. Two senators from the " Restored Government of Virginia" replaced the two who withdrew. * June 8, 1861: Tennessee popular referendum ratified Ordinance of Secession. 3 of 10 U.S. Representatives remain. Hannibal Hamlin
Hannibal Hamlin (August 27, 1809 – July 4, 1891) was an American attorney and politician who served as the 15th vice president of the United States from 1861 to 1865, during President Abraham Lincoln's first term. He was the first Republican vice president. An attorney by background, Hamlin began his political career as a Democrat in the Maine House of Representatives before being elected twice to the United States House of Representatives, and then to the United States Senate. With his strong abolitionist views, he left the Democratic Party for the newly formed Republican Party in 1856. In the 1860 general election, Hamlin balanced the successful Republican ticket as a New Englander partnering the Northwesterner Lincoln. Although not a close friend of the president, he lent loyal support to his key projects such as the Emancipation Proclamation. Ordinance Of Secession
An Ordinance of Secession was the name given to multiple resolutions drafted and ratified in 1860 and 1861, at or near the beginning of the Civil War, by which each seceding Southern state or territory formally declared secession from the United States of America. South Carolina, Mississippi, Georgia, and Texas also issued separate documents purporting to justify secession. Adherents of the Union side in the Civil War regarded secession as illegal by any means and President Abraham Lincoln, drawing in part on the legacy of President Andrew Jackson, regarded it as his job to preserve the Union by force if necessary.
