2022 Cook Islands Medical Cannabis Referendum
A referendum took place in the Cook Islands on 1 August 2022. Voters were called upon by the government of Prime Minister Mark Brown to decide on the legalisation of medical cannabis Medical cannabis, or medical marijuana (MMJ), is cannabis and cannabinoids that are prescribed by physicians for their patients. The use of cannabis as medicine has not been rigorously tested due to production and governmental restrictions .... The referendum results are non-binding, with the Parliament elected on the same day being free to implement the policy or not. A majority of participating voters supported legalisation, with 62% voting yes, 35% voting no, and 3% informal. Mark Brown (Cook Islands)
Mark Stephen Brown (born 28 February 1963) is a Cook Islands politician and Prime Minister of the Cook Islands. He had previously served as Deputy Prime Minister under Henry Puna. He is a member of the Cook Islands Party. Early life Brown was born in 1963 in Avarua on Rarotonga, and educated at Nikao Maori School, Nikao Side School, Tereora College and Gisborne Boys' High School in New Zealand. He holds a Diploma in Public Sector Management from Massey University in New Zealand and a Masters in Business Administration from the University of the South Pacific. He has worked as a public servant, including as a policy advisor for the Prime Minister's Office and as head of the Ministry of Agriculture, and as a property developer. He has served as Vice-President of the Cook Islands Chamber of Commerce, and President of the Cook Islands Touch Association. Political career Brown is currently vice-president of the CIP. Medical Cannabis
Medical cannabis, or medical marijuana (MMJ), is cannabis and cannabinoids that are prescribed by physicians for their patients. The use of cannabis as medicine has not been rigorously tested due to production and governmental restrictions, resulting in limited clinical research to define the safety and efficacy of using cannabis to treat diseases. Preliminary evidence has indicated that cannabis might reduce nausea and vomiting during chemotherapy and reduce chronic pain and muscle spasms. Regarding non-inhaled cannabis or cannabinoids, a 2021 review found that it provided little relief against chronic pain and sleep disturbance, and caused several transient adverse effects, such as cognitive impairment, nausea, and drowsiness. Short-term use increases the risk of minor and major adverse effects. Common side effects include dizziness, feeling tired, vomiting, and hallucinations. Long-term effects of cannabis are not clear. Parliament Of The Cook Islands
The Parliament of the Cook Islands ( rar, Pāremeta te Kuku Airani) is the legislature of the Cook Islands. Originally established under New Zealand’s United Nations mandate it became the national legislature on independence in 1965. The Parliament consists of 24 members directly elected by universal suffrage from single-seat constituencies. Members are elected for a limited term, and hold office until Parliament is dissolved (a maximum of four years). It meets in Avarua, the capital of the Cook Islands, on Rarotonga. The Cook Islands follows the Westminster system of government, and is governed by a cabinet and Prime Minister commanding a majority in Parliament. The Speaker of the House is currently Tai Tura. 2022 Cook Islands General Election
General elections were held in the Cook Islands on 1 August 2022. A referendum on legalising medical cannabis was held on the same day. Background In the 2018 general election, the Democratic Party won a plurality with 11 seats but fell short of the 13 required to form a government. The incumbent Cook Islands Party (CIP), led by then-prime minister Henry Puna won 10 seats; the One Cook Islands Movement (OCI) secured a single seat, and independents won the remaining two. The CIP remained in government due to the support of the OCI and independents. In October 2020, Puna resigned as prime minister to run for secretary-general of the Pacific Islands Forum. Deputy prime minister Mark Brown succeeded Puna as prime minister and leader of the Cook Islands Party. Brown appointed Robert Tapaitau deputy prime minister.
