2020 United States Shadow Representative Election In The District Of Columbia
On November 3, 2020, the District of Columbia held a U.S. House of Representatives election for its shadow representative. Unlike its non-voting delegate, the shadow representative is only recognized by the district and is not officially sworn or seated. Adeoye "Oye" Owolewa (born 1989) is a Nigerian American politician, pharmacist, and a member of the Democratic Party. In November 2020, he was elected as the shadow representative of the United States House of Representatives from the District of Columbia. As a shadow congressperson, Owolewa is tasked with lobbying for D.C. statehood; the unpaid position is authorized by D.C. voters in 1982, but never approved by Congress. Although mistakenly described in Nigerian media as the first Nigerian American to be elected to the U.S. Congress, Owolewa is not a member of Congress. The District of Columbia is a political division coterminous with Washington, D.C., the capital city of the United States. According to the Article One of the Constitution, only states may be represented in the United States Congress. The District of Columbia is not a U.S. state and therefore has no voting representation. The ANC system was created in 1974 through a District referendum (73 percent voted "yes") in the District of Columbia Home Rule Act.
