2018 Sri Lankan Local Elections
Local elections were held in Sri Lanka on 10 February 2018. 15.7 million Sri Lankans were eligible to elect 8,327 members to 340 local authorities (24 municipal councils, 41 urban councils and 275 divisional councils) in the country. It was the largest election in Sri Lankan history. This was also the first election under the mixed electoral system where 60% of members were elected using first-past-the-post voting and the remaining 40% through closed list proportional representation. In a surprise result the Sri Lanka Podujana Peramuna, led by former president Mahinda Rajapaksa, came first by winning 40% of the votes and securing the most number of seats and local authorities. The United National Front led by Prime Minister of Sri Lanka Ranil Wickremesinghe came second with 29% of the votes whilst the United People's Freedom Alliance led by President Maithripala Sirisena came third with 12% of the votes. Overhang Seat
Overhang seats are constituency seats won in an election under the traditional mixed member proportional (MMP) system (as it originated in Germany), when a party's share of the nationwide votes would entitle it to fewer seats than the number of individual constituencies won. How overhang seats arise Under MMP, a party is entitled to a number of seats based on its share of the total vote. If a party's share entitles it to ten seats and its candidates win seven constituencies, it will be awarded three list seats, bringing it up to its required number. This only works, however, if the party's seat entitlement is not less than the number of constituencies it has won. If, for example, a party is entitled to five seats, but wins six constituencies, the sixth constituency seat is referred to as an overhang seat. Ranil Wickremesinghe
Ranil Wickremesinghe ( si, රනිල් වික්රමසිංහ, ta, ரணில் விக்கிரமசிங்க; born 24 March 1949) is a Sri Lankan politician who is the current president of Sri Lanka since 21 July 2022. He also holds the position of Minister of Finance of Sri Lanka. He has been the leader of the United National Party since 1994. He served as Prime Minister of Sri Lanka in five separate stints, leading six governments, from 1993 to 1994, 2001 to 2004, 2015 to 2018, 2018 to 2019, and in 2022. The Prime Minister of the Democratic Socialist Republic of Sri Lanka is the head and most senior member of parliament in the cabinet of ministers. ''The Indian Express'' is an English-language Indian daily newspaper founded in 1932. It is published in Mumbai by the Indian Express Group. In 1999, eight years after the group's founder Ramnath Goenka's death in 1991, the group was split between the family members. Proportional Representation
Proportional representation (PR) refers to a type of electoral system under which subgroups of an electorate are reflected proportionately in the elected body. The concept applies mainly to geographical (e.g. states, regions) and political divisions (political parties) of the electorate. The essence of such systems is that all votes cast - or almost all votes cast - contribute to the result and are actually used to help elect someone—not just a plurality, or a bare majority—and that the system produces mixed, balanced representation reflecting how votes are cast. "Proportional" electoral systems mean proportional to ''vote share'' and ''not'' proportional to population size. Closed List
Closed list describes the variant of party-list systems where voters can effectively only vote for political parties as a whole; thus they have no influence on the party-supplied order in which party candidates are elected. If voters had some influence, that would be called an open list. Closed list systems are still commonly used in party-list proportional representation, and most mixed electoral systems also use closed lists in their party list component. Many countries, however have changed their electoral systems to use open lists to incorporate personalised representation to their proportional systems. In closed list systems, each political party has pre-decided who will receive the seats allocated to that party in the elections, so that the candidates positioned highest on this list tend to always get a seat in the parliament while the candidates positioned very low on the closed list will not.
