2017 West Lothian Council Election
The 2017 West Lothian Council election took place on 4 May 2017 to elect members of West Lothian Council. The election used the 9 wards created as a result of the Local Governance (Scotland) Act 2004, with each ward electing three or four Councillors using the single transferable vote system form of proportional representation, with 33 Councillors being elected. The election resulted in no overall party majority, leading to the Labour Party and the Conservative Party forming a coalition administration. West Lothian Council
West Lothian Council is the local authority for the council area of West Lothian in Scotland. History West Lothian District Council was created in 1975 as one of four districts within the Lothian region. The West Lothian district took its name from the historic county of West Lothian, which had covered a similar but not identical area. The Lothian region was abolished in 1996, when the four districts in the region, including West Lothian, became unitary council areas. Political control The first election to the West Lothian District Council was held in 1974, initially operating as a shadow authority alongside the outgoing authorities until the new system came into force on 16 May 1975. A ward is a local authority area, typically used for electoral purposes. Stuart Borrowman
Stuart Borrowman is a Scottish politician who has been an independent councillor for the Armadale and Blackridge ward since the 2007 West Lothian Council election. Originally elected as a member of the Scottish National Party (SNP) and serving as then-leader John Swinney's Chief of Staff from 2001 to 2002, he defected to Scottish Labour in 2004 before becoming an independent. Proportional Representation
Proportional representation (PR) refers to a type of electoral system under which subgroups of an electorate are reflected proportionately in the elected body. The concept applies mainly to geographical (e.g. states, regions) and political divisions (political parties) of the electorate. The essence of such systems is that all votes cast - or almost all votes cast - contribute to the result and are actually used to help elect someone—not just a plurality, or a bare majority—and that the system produces mixed, balanced representation reflecting how votes are cast. Single Transferable Vote
Single transferable vote (STV) is a multi-winner electoral system in which voters cast a single vote in the form of a ranked-choice ballot. Voters have the option to rank candidates, and their vote may be transferred according to alternate preferences if their preferred candidate is eliminated, so that their vote is used to elect someone they prefer over others in the running. STV aims to approach proportional representation based on votes cast in the district where it is used, so that each vote is worth about the same as another. The Local Governance (Scotland) Act 2004 (asp 9) is an Act of the Scottish Parliament which provided, amongst other things, for the election of councillors to the local authorities in Scotland by the single transferable vote system.
