2017 Chomutov Incident
On 27 May 2017, a 37-year-old man believed that a vehicular rampage was taking place in front of his home and in an effort to stop it, he shot the 34 year old driver dead. The subsequent investigation and court case attracted significant public attention mainly due to issues related to the limits of legitimate self-defense and defensive gun use in the Czech Republic. Background In months and years preceding the incident, Europe has seen a number of vehicular terror attacks against pedestrians. While no similar terror attack had taken place directly in the Czech Republic, the 1973 vehicular rampage perpetrated by Olga Hepnarová remains to this day the largest mass murder in the country (with 20 victims, of them 8 fatal). Vehicle-ramming Attack
A vehicle-ramming attack is an assault in which a perpetrator deliberately rams a vehicle into a building, crowd of people, or another vehicle. A belly chain (also known as a waist chain or Martin chain) is a physical restraint worn by prisoners, consisting of a chain around the waist, to which the prisoner's hands may be chained or cuffed. Sometimes the ankles are also connected by means of longer chains. Usage Such restraints are often used in the United States in courtrooms, or for transporting prisoners, or in other public situations as a safeguard against escape. Remand, also known as pre-trial detention, preventive detention, or provisional detention, is the process of detaining a person until their trial after they have been arrested and charged with an offence. A person who is on remand is held in a prison or detention centre or held under house arrest. Varying terminology is used, but "remand" is generally used in common law jurisdictions and "preventive detention" elsewhere. The Rapid Response Unit (URNA) ('' cs, Útvar rychlého nasazení'') is a special force of the Police of the Czech Republic ('' cs, Policie České republiky''). It is under command of the Ministry of the Interior. History In 1981, the Útvar zvláštního určení (ÚZU) was established in 1981 as part of the Sbor národní bezpečnosti (SNB) ('' en, National Security Corps'') with its members recruited from airborne units and issued with red berets. In 1985, the unit was renamed Odbor zvláštního určení (OZU).
