2016 Kyrgyzstani Constitutional Referendum
A constitutional referendum was held in Kyrgyzstan on 11 December 2016. The constitutional amendments were approved by around 80% of voters. Background The post-independence constitution was introduced in 1993, with modifications made following referendums in 1996 Kyrgyz constitutional referendum, 1996, 1998 Kyrgyz constitutional referendum, 1998, 2003 Kyrgyz referendum, 2003, 2007 Kyrgyz constitutional referendum, 2007 and 2010 Kyrgyz constitutional referendum, 2010. However, the current constitution prohibits any amendments being made until 2020. The original version of the 2010 constitution has been lost. Proposed changes The proposed changes to the constitution were put forward by five parties, and included increasing the powers of the Prime Minister of Kyrgyzstan, Prime Minister and Supreme Council (Kyrgyzstan), Supreme Council, as well as making reforms to the judicial system. 1998 Kyrgyz Constitutional Referendum
A constitutional referendum was held in Kyrgyzstan on 17 October 1998. The main provisions of the referendum were the introduction of the private ownership of land for citizens of Kyrgyzstan; a change in the distribution of seats in parliament - increasing number of seats in Legislative Assembly from 35 to 60 and reducing the number of seats in Assembly of People's Representatives from 70 to 45, removing the right of MPs to alter the national budget without the government's approval, increasing the freedom of independent media of Kyrgyzstan, and limiting the level of legal immunity awarded to MPs. A constitutional referendum was held in Kyrgyzstan on 21 October 2007, following the constitutional crisis caused by amendments passed since the Tulip Revolution in 2005 (in November and December 2006) being invalidated by the Constitutional Court of Kyrgyzstan on 14 September 2007. 2010 Kyrgyz Constitutional Referendum
A constitutional referendum was held in Kyrgyzstan on 2010 to reduce presidential powers and strengthen democracy in the wake of the riots earlier in the year. Parliamentary elections followed on 2010. Background Following the ousting of Kurmanbek Bakiyev, the interim administration of Roza Otunbayeva called for a referendum to decrease presidential powers. The proposed constitution would make Kyrgyzstan Central Asia's first parliamentary republic. In the weeks prior to the election ethnic unrest in the south of the country (Bakiyev's home region) in the cities of Osh and Jalal-Abad between minority Uzbeks and indigenous Kyrgyz curfew was imposed in a clampdown by Bishkek. The Supreme Council ( ky, Жогорку Кеңеш, Zhogorku Kengesh, ; russian: Верховный Совет, ''Verkhovny Sovet'') is the unicameral Parliament of the Kyrgyz Republic. The Venice Commission, officially European Commission for Democracy through Law, is an advisory body of the Council of Europe, composed of independent experts in the field of constitutional law. It was created in 1990 after the fall of the Berlin Wall, at a time of urgent need for constitutional assistance in Central and Eastern Europe.
