Syria ( ar, سُورِيَا or سُورِيَة, translit=Sūriyā), officially the Syrian Arab Republic ( ar, الجمهورية العربية السورية, al-Jumhūrīyah al-ʻArabīyah as-Sūrīyah), is a Western Asian country located in the Eastern Mediterranean and the Levant. The president of Syria, officially the president of the Syrian Arab Republic (Arabic: رئيس سوريا) is the head of state of the Syrian Arab Republic. They are vested with sweeping powers that may be delegated, at their sole discretion, to their vice presidents. Najah Al-Attar ( ar, نجاح العطار; born 10 January 1933) is the Vice President of Syria, since 2006. She is the first Arab woman to have held the post. Wael Nader Al-Halqi ( ar, وائل نادر الحلقي, Wāʾil Nādir al-Ḥalqī; born 4 February 1964) is a Syrian politician who was Prime Minister of Syria from 2012 to 2016. Previously he was Minister of Health from 2011 to 2012. He was appointed as Prime Minister on 9 August 2012. Early life and education Halqi was born in Jasim in the Daraa Governorate on 4 February 1964 into a Sunni Muslim family. He earned a degree in medicine (MD) from the University of Damascus in 1987 and a master's degree in gynaecology and obstetrics again from the University of Damascus in 1991. The uprising against Syrian president Bashar al-Assad gradually turned into a full-scale civil war, with two significant milestones being the initial March 2011 Arab Spring protests and the 15 July 2012 declaration by the International Committee of the Red Cross that the fighting had gradually become so widespread that the situation should be regarded as a civil war. In response to the 2019 Turkish offensive into north-eastern Syria, and the US withdrawal of forces, Russia began some efforts at mediation, and arranged for negotiations and the first-ever accordance between the Syrian government in Damascus and the Kurdish-led SDF.
