2015 Vaipae-Tautu By-election
A by-election was held in the Cook Islands constituency of Vaipae-Tautu on 31 March 2015. It was won by Mona Ioane, the Cook Islands Party candidate, consolidating the ruling party's slender majority in Parliament. Context and candidates In the July 2014 general election, the contest for the Vaipae-Tautu seat had been won by Cook Islands Party candidate Mona Ioane, who went on to serve as Education Minister in Prime Minister Henry Puna's government. Ioane's election to Parliament was voided by the Court of Appeal on 17 December, reducing the Puna government to a minority government. The by-election would therefore be crucial both to the government and to the Opposition Democratic Party. If they won the seat, the Democrats "could assume power in coalition with the One Cook Islands Movement" (OCIM). Mona Ioane
Mona Ioane is a Cook Islands politician and former Cabinet Minister. He is a member of the Cook Islands Party. Ioane is a former police officer with 22 years experience. He was elected to the Cook Islands Parliament for the seat of Vaipae–Tautu in the 2010 election. His election was the subject of an electoral petition from losing Democratic Party candidate Kete Ioane, who alleged that he had used his position on the Aitutaki Cyclone Appeal committee to dispense aid to bribe voters. In April 2014, shortly before the 2014 election, he was appointed to Cabinet as Minister of Education and Tourism, replacing Teina Bishop. He was narrowly re-elected in 2014, but his election was challenged by an election petition, and in December 2014 it was voided after he was found guilty of bribery by the Court of Appeal. Cook Islands Party
The Cook Islands Party is a nationalist political party in the Cook Islands. It was the first political party founded in the Cook Islands, and one of the two major parties of the islands' politics since 1965. From 1999 until 2005 it sometimes participated in coalition governments. In the 2006 elections, it came runner-up and largest opposition party in the islands. The party won both the 2010 and 2014 elections and currently forms the government. As a result of the 2018 elections, it is the second largest party in the Cook Islands Parliament. Parliament Of The Cook Islands
The Parliament of the Cook Islands ( rar, Pāremeta te Kuku Airani) is the legislature of the Cook Islands. Originally established under New Zealand’s United Nations mandate it became the national legislature on independence in 1965. The Parliament consists of 24 members directly elected by universal suffrage from single-seat constituencies. Members are elected for a limited term, and hold office until Parliament is dissolved (a maximum of four years). It meets in Avarua, the capital of the Cook Islands, on Rarotonga. 2014 Cook Islands General Election
General elections were held in the Cook Islands on 9 July 2014, determining the membership of the 14th Cook Islands Parliament. The Cook Islands Party (CIP) initially appeared to have retained its majority, winning 13 seats, while the Democratic Party won eight and the new One Cook Islands Movement won two, with one seat tied. However, the result in one constituency the CIP had won was overturned in court, with the Democratic Party awarded the seat, while the tied seat was also awarded to the Democratic Party after one ballot was invalidated, resulting in a hung parliament. Background The previous elections were held on 17 November 2010. The term of the Parliament was due to expire four years after that date, on 17 November 2014. Henry Puna
Henry Tuakeu Puna (born 29 July 1949) is a Cook Islands politician, and the current secretary-general of the Pacific Islands Forum. He was Prime Minister of the Cook Islands from November 2010 to October 2020. Since 2006 he has been leader of the Cook Islands Party. Puna was elected to the Parliament of the Cook Islands at the 2005 Manihiki by-election. He lost his seat at the 2006 election, but regained it in the CIP victory at the 2010 election which saw him elected prime minister. During his time as prime minister, he held various ministerial portfolios, including Foreign affairs, Marine Resources, and Energy. In June 2020 Puna announced his intention to stand down as prime minister in September to compete for the role of secretary-general of the Pacific Islands Forum. The Democratic Party (also known for a time as the Democratic Alliance Party) is a political party in the Cook Islands. As a result of the 2018 Cook Islands election, it is currently the largest party in the Cook Islands Parliament. Early years The Democratic Party was founded by Tom Davis in 1971, in opposition to the Cook Islands Party (CIP) of Albert Henry. In the 1972 election, it won eight seats, breaking the two-thirds majority of the CIP. In 1978, it won power, with Davis becoming Prime Minister. It became one of the two primary parties of the Cook Islands, alternating in power with the CIP. The One Cook Islands Movement, formerly known as "Cook Islands One" is a political party in the Cook Islands. It was established in May 2014. The party was founded by former Cabinet Minister Teina Bishop after his resignation from Cabinet and expulsion from the Cook Islands Party. The party planned to contest the 2014 elections, but only ran 8 candidates with the explicit aim of being a support partner to the government. Following his expulsion from the CIP, George Angene announced that he would be joining One Cook Islands. Teina Bishop
Teina Bishop (born 11 April 1959) is a Cook Islands politician, former Cabinet Minister, and leader of the One Cook Islands Movement. He was jailed for corruption in 2016. Bishop was born in Aitutaki and was educated at Araura Primary school, Aitutaki Junior High School, and the University of the South Pacific before working as a teacher. Political career Bishop was first elected to the Parliament as a Cook Islands Party candidate in the 1999 election. He briefly served as Minister of Education in the Cabinet of Joe Williams before losing the position when Williams lost a confidence vote to Terepai Maoate. while in opposition he opposed plans to build a casino in the Cook Islands. Kete Ioane
Kete Ioane (30 October 1950 – 13 February 2015) was a Cook Islands politician. He was a Cook Islands Democratic Party Member of Parliament from 1999 to 2010 and served as a cabinet minister between 2006 and 2009. Biography Ioane was born in Amuri on the island of Aitutaki. He attended Amuri and Araura Primary school and Aitutaki Junior High School. He has a long career as a public servant, first in the Agriculture Department, later in the Police Department. He was first elected to Parliament as member for Vaipae–Tautu in the 1999 elections. From 1999 to 2005 Ioane served as party whip. Shortly before the 2006 election he was appointed to Cabinet. His appointment later became the subject of an electoral petition, as rival Cook Islands Party candidate George Pitt claimed it had been made solely to provide Ioane with extra campaign funds.
