2015 Slovenian Same-sex Marriage Referendum
A referendum on a Recognition of same-sex unions in Slovenia, bill legalising same-sex marriage was held in Slovenia on 20 December 2015. The bill was rejected, as a majority of voters voted against and the votes against were more than 20% of registered voters. Background On 3 March 2015 the National Assembly (Slovenia), National Assembly passed a bill defining marriage as a “union of two” instead of a “union of a man and a woman.” Conservative opponents of the law, including a group called Children Are At Stake, gathered enough signatures to force a referendum on the issue, hoping to block same-sex marriage. On 26 March, the National Assembly voted to block the referendum on the ground that it would violate the constitutional provision which prohibits popular votes on laws eliminating an unconstitutionality in the field of human rights and fundamental freedoms. National Assembly (Slovenia)
The National Assembly ( sl, Državni zbor Republike Slovenije, or ), is the general representative body of Slovenia. According to the Constitution of Slovenia and the Constitutional Court of Slovenia, it is the major part of the distinctively incompletely bicameral Slovenian Parliament, the legislative branch of the Republic of Slovenia. It has 90 members, elected for a four-year term. 88 members are elected using the party-list proportional representation system and the remaining two, using the Borda count, by the Hungarian and Italian-speaking ethnic minorities, who have an absolute veto in matters concerning their ethnic groups. Lesbian, gay, bisexual, and transgender (LGBT) rights in Slovenia have significantly evolved over time. Slovenia is the first and currently the only post-communist and Slavic country to legalise same-sex marriage. LGBT history in Slovenia Under the Penal Code of 30 June 1959, male homosexual acts were illegal in all of (now former) Yugoslavia. During the first half of the 1970s the power over penal legislation was devolved from the Federal Republic to the eight states and provinces. Slovenian Disability Rights Association (Slovenian: Društvo za pravice invalidov Slovenije, or Drupis) is a disability rights organization in Slovenia. The Slovene Littoral ( sl, Primorska, ; it, Litorale; german: Küstenland) is one of the five traditional regions of Slovenia.
