2014 Mitiaro By-election
A by-election was held in the Cook Islands constituency of Mitiaro on 11 November 2014. In the July 2014 general election, the contest for the Mitiaro seat resulted in a tie. Incumbent MP Tangata Vavia, of the Democratic Party, received 50 votes, but so did Cook Islands Party challenger Tuakeu Tangatapoto. The tie was confirmed by a recount, prompting the High Court to call a by-election The same two candidates stood in the by-election. The by-election took place, but counting was delayed due to a legal challenge by the Cook Islands Party. The court ultimately ruled that one person had voted illegally in the Mitiaro constituency in the general election, and invalidated that person's ballot. This resulted in Democratic Party candidate Tangata Vavia being declared elected by 50 votes to 49, on the basis of the July vote. 2014 Cook Islands General Election
General elections were held in the Cook Islands on 9 July 2014, determining the membership of the 14th Cook Islands Parliament. The Cook Islands Party (CIP) initially appeared to have retained its majority, winning 13 seats, while the Democratic Party won eight and the new One Cook Islands Movement won two, with one seat tied. However, the result in one constituency the CIP had won was overturned in court, with the Democratic Party awarded the seat, while the tied seat was also awarded to the Democratic Party after one ballot was invalidated, resulting in a hung parliament. Background The previous elections were held on 17 November 2010. The term of the Parliament was due to expire four years after that date, on 17 November 2014. Elections had to be held no later than three months after that date, with 17 February 2015 being the latest date. Tangata Vavia
Tangata Mouauri Vavia (born 8 September 1949) is a Cook Islands politician and former Cabinet Minister. He is a member of the Cook Islands Democratic Party. Vavia was born in Mitiaro in the Cook Islands. He was educated in Mitiaro then at Avarua, Nikao, Nikao Side School and Tereora College. He worked as a postal clerk, then as a police constable before being elected to Parliament as member for Mitiaro in the 1994 elections. Vavia was elected Deputy Speaker in 1999. He subsequently served in the Cabinet of Sir Terepai Maoate as Minister of Justice and Outer Islands. He lost his position when Robert Woonton replaced Maoate, but was reappointed briefly in 2003 when Woonton's coalition with the Cook Islands Party fell apart. A further coalition realignment in November of that year saw him resign his portfolios and join the opposition. Tuakeu Tangatapoto
Tuakeu Tangatapoto (born 4 February 1970) is a Cook Islands politician and member of the Cook Islands Parliament. He is a member of the Cook Islands Party. Tangatapoto is from Mangaia and was educated at Mitiaro School, Tereora College, and the University of the South Pacific. He worked as a government builder, acting Island secretary for Mitiaro, and as chief executive of Mitiaro's island government. He contested the seat of Mitiaro in the 2014 election, and gained an exact tie with his rival Tangata Vavia. The tie was confirmed by a recount, and a by-election called, but the count was delayed by a court order. The court found that one person had voted illegally in the general election, and as a result Vavia was declared the winner and the by-election votes discarded without being counted.
