A constitutional referendum was held in American Samoa on 4 November 2014. The proposed amendment to the constitution would have allowed the Fono to override vetoes by the Governor. The American Samoa Fono is the territorial legislature of American Samoa. Like most states and territorial legislatures of the United States, it is a bicameral legislature with a House of Representatives and a Senate. The legislature is located in Fagatogo along Pago Pago harbor. It is the only legislature on the state or territorial level in the United States that is both bicameral and nonpartisan. From 1900 to 1978 governors were appointed by the Federal government of the United States. Since that time they have been elected for 4-year terms by the people of American Samoa. Lolo Letalu Matalasi (born August 12, 1947) is an American Samoan politician, educator, and businessman. He served as the 7th Governor of American Samoa, from 2013 to 2021. Early life and education Moliga was born in Taʻū, Manu'a, American Samoa. His father was High Chief Moliga Sa'ena Aunuua Moliga, who was from Ta'u. His mother, Soali’i Galea’i, was a native of both Fitiuta and Olosega. He attended Papatea Junior Elementary and attended Samoana High School before graduating from Manu'a High School. Moliga holds a bachelor's degree in education from Chadron State College in Nebraska. He received a master's degree in public administration from San Diego State University on July 30, 2012.
