2013 Special Honours
The Special Honours are issued at the Queen's pleasure at any given time. The Special Honours refer the award of the Order of the Garter, Order of the Thistle, Order of Merit, Royal Victorian Order and the Venerable Order of St John, Order of St John. † indicates an award given posthumously. Order Of The Garter
The Most Noble Order of the Garter is an order of chivalry founded by Edward III of England in 1348. It is the most senior order of knighthood in the British honours system, outranked in precedence only by the Victoria Cross and the George Cross. The Order of the Garter is dedicated to the image and arms of Saint George, England's patron saint. Appointments are at the sovereign's sole discretion and are usually in recognition of a national contribution, for public service, or for personal service to the sovereign. Membership of the order is limited to the sovereign, the Prince of Wales, and no more than 24 living members, or Companions. The order also includes supernumerary knights and ladies (e.g. members of the British royal family and foreign monarchs). Order Of The Companions Of Honour
The Order of the Companions of Honour is an order of the Commonwealth realms. It was founded on 4 June 1917 by King George V as a reward for outstanding achievements. Founded on the same date as the Order of the British Empire, it is sometimes regarded as the junior order to the Order of Merit. The order was originally intended to be conferred upon a limited number of persons for whom this special distinction seemed to be the most appropriate form of recognition, constituting an honour disassociated either from the acceptance of title or the classification of merit. It is now described as being "awarded for having a major contribution to the arts, science, medicine, or government lasting over a long period of time". Michael Keehan
Sir Michael Joseph Keehan (born 31 March 1960), styled The Hon. Mr Justice Keehan, is a British judge of the High Court of Justice of the Courts of England and Wales. Stephen Cobb (judge)
Sir Stephen William Scott Cobb (born 12 April 1962), styled The Honourable Mr Justice Cobb, is a British High Court judge. Career Cobb is the son of Sir John Francis Scott Cobb, a judge in the Queen's Bench Division of the High Court. He was educated at Winchester College and the University of Liverpool. He was called to the bar at the Inner Temple in 1985. In 2003, he was appointed Queen's Counsel and in 2004 was appointed a Recorder. In December 2012, he was appointed a High Court judge with effect from 11 January 2013. He was assigned to the Family Division and received the customary knighthood in the 2013 Special Honours. Colin Birss
Sir Colin Ian Birss (born 28 January 1964 in Thurso) is a judge of the Court of Appeal of England and Wales. Career Birss attended Largs Academy and then Lancaster Royal Grammar School. He graduated from Downing College, Cambridge in 1986 with a first class honours degree in metallurgy and materials sciences. Birss worked for Arthur Andersen until 1988 and after legal training at City University London he was called to the bar at Middle Temple in 1990, joining Three New Square, a specialist intellectual property set of barristers' chambers. Birss was made a Queen's Counsel in 2008. He was appointed a Specialist Circuit Judge on 5 October 2010 and assigned to the Patents County Court in 2010 and authorised to sit as a deputy High Court judge. On 13 May 2013, he was appointed a High Court judge, assigned to the Chancery Division, and received the customary knighthood in the 2013 Special Honours.

Jeremy Baker
Sir Jeremy Russell Baker (born 9 February 1958) is a British judge of the High Court of Justice of Courts of England and Wales, England and Wales. He is correctly styled Mr Justice Jeremy Baker, conveniently distinguishing him from Andrew Baker. Career Baker was called to the bar at Middle Temple in 1979. He was appointed an Assistant Recorder (judge), Recorder in 1996. In 1999, he became a King's Counsel. He was appointed a Recorder in 2000 and a circuit judge in 2010. On 25 March 2013, he was appointed a High Court judge (England and Wales), Justice of the High Court, and was assigned to the King's Bench Division. Paul Maguire (judge)
Sir Paul Richard Maguire PC (born 10 November 1952), styled The Rt. Hon. Lord. Justice Maguire, was an Appeal Court judge in Northern Ireland until his retirement in 2022. Prior to that he was a barrister and a politician. Maguire was called to the Bar in 1978 and became Queen's Counsel in 2006. He lectured at Queen's University Belfast, and served as a part-time Chairman of the Employment Tribunals. George Andrew Midsomer Leggatt, Lord Leggatt, (born 12 November 1957) is a Justice of the Supreme Court of the United Kingdom, the highest court of law in the United Kingdom.
