2013 Monegasque Parliamentary Election
General elections were held in Monaco on 10 February 2013. The result was a victory for the Horizon Monaco alliance, which won 20 of the 24 seats in the National Council. Electoral system Voters can either choose a party list or choose candidates from various lists ("panachage") for the 24 seats. The 16 candidates with the most votes are elected (with the older candidate breaking possible ties in votes). The eight other seats are chosen from lists in accordance with the proportional representation system for parties that have at least five percent of votes. Parties The election was contested by two alliances, Horizon Monaco and Union Monégasque, as well as Renaissance, a party whose candidates were all employees of SBM. Horizon Monaco was an alliance of Rassemblement et Enjeux, the Union for the Principality and Synergie Monegasque, whilst Union Monégasque consisted of the Union de Monégasques and the National Union for the Future of Monaco. Proportional Representation
Proportional representation (PR) refers to a type of electoral system under which subgroups of an electorate are reflected proportionately in the elected body. The concept applies mainly to geographical (e.g. states, regions) and political divisions (political parties) of the electorate. The essence of such systems is that all votes cast - or almost all votes cast - contribute to the result and are actually used to help elect someone—not just a plurality, or a bare majority—and that the system produces mixed, balanced representation reflecting how votes are cast. Elections In Monaco
Monaco elects on the national level a legislature (parliament). The National Council (''Conseil National'') has 24 members, elected for a five-year term, 16 elected by a winner-take-all plurality system, and the other 8 by proportional representation. Each voter may cast a ballot with up to 16 candidates' names. First, the 16 individuals with the most votes are elected. Then, votes are counted by party groups to fill the remaining 8 seats. E.g., if a party polled 51% of the votes it would probably win 20 out of 24 seats (all 16 of the winner-take-all seats and then 4 of the 8 proportional seats). Nicole Manzone-Saquet is a Monegasque politician and a president of the Union of Monegasque Women. From 2008 until 2013 Manzone-Saquet was a member of the National Council of Monaco from Union Monegasque (Union Des Monégasques). Career Since 1988 Manzone-Saquet is a president of the Union of Monegasque Women ( Union des Femmes Monégasques). She is a women's rights activist; however, she doesn't consider herself a feminist. Manzone-Saquet notes that such developments as the termination of pregnancy for medical reasons, divorce by mutual consent, parental leave and part-time work were achieved thank to the involvement of women in the National Council. Caroline Rougaignon-Vernin is a Monégasque pharmacist and politician, who was a member of the National Council from 2013 to 2018. Career She achieved a doctorate in pharmacology from the University of Paris in 1995, and is now president of the Monaco Pharmacy Council. In 2013, Rougaignon-Vernin was elected to the National Council, where she served during the 2013–18 parliament.
