2008 Mexico City Plane Crash
On 4 November 2008 an official Mexican Secretariat of the Interior aircraft crashed in central Mexico City at around 18:45 local time. There were sixteen fatalities—all nine people on board and seven people on the ground. The plane, a Learjet 45, was carrying Mexican Secretary of the Interior Juan Camilo Mouriño. The plane crashed in rush-hour traffic close to the intersection of Paseo de la Reforma and the Anillo Periférico, in the Las Lomas business district. During its approach to Mexico City International Airport, the plane followed a Boeing 767 too closely and encountered wake turbulence which caused it to invert into a nose-down position. The pilots were able to reduce the angle of descent but due to excessive speed and insufficient altitude were unable to regain control of the aircraft. Pilot Error
Pilot error generally refers to an Aviation accidents and incidents, accident in which an action or decision made by the Aircraft pilot#Airline, pilot was the cause or a contributing factor that led to the accident, but also includes the pilot's failure to make a correct decision or take proper action. Errors are intentional actions that fail to achieve their intended outcomes. Chicago Convention on International Civil Aviation, Chicago Convention defines accident as "An occurrence associated with the operation of an aircraft [...] in which [...] a person is fatally or seriously injured [...] ''except when the injuries are [...] inflicted by other persons."'' Luis Manuel Enrique Téllez Kuenzler (born October 13, 1958) is a Mexican economist. He is a former Secretary of Energy in the cabinet of Ernesto Zedillo and served as Secretary of Communications and Transportation in the cabinet of President Felipe Calderón until 2009. José Luis Santiago Vasconcelos
José Luis Santiago Vasconcelos (7 June 1957 – 4 November 2008) was a Mexican lawyer, politician and civil servant. Santiago Vasconcelos, a native of Mexico City, earned a law degree at the National Autonomous University of Mexico (UNAM). In 1993 he began working for the office of the federal Attorney-General (PGR), in the drug-trafficking control area. He was later appointed Assistant Attorney-General for Legal and International Affairs and, following that appointment, served as Assistant Attorney-General at the Organized Crime Specialized Investigation Office (SIEDO), Mexico's top anti-drug prosecutor. The last position he held was as head of the PGR's technical secretariat for implementing the recent constitutional reforms on criminal justice and public security.
