2023 International Court Of Justice Judges Election
The 2023 International Court of Justice election was held on 9 November 2023 at the United Nations Headquarters in New York City. In the set of triennial elections, the General Assembly and the Security Council concurrently elect five judges to the Court for nine-year terms. Background The International Court of Justice (ICJ), based in The Hague, is one of the principal organs of the United Nations. The court consists of 15 judges, with five judges elected every three years. In the case of death or other vacancy, a judge is elected for the remainder of the term. Judges are required to be independent and impartial; they may not exercise any political or administrative function, and do not act as a representative of their home state. Elections of members of the Court are governed by articles 2 through 15 of the Statute of the International Court of Justice. Abdulqawi Yusuf
Abdulqawi Ahmed Yusuf ( so, Cabdulqaawi Axmed Yuusuf) is a Somali lawyer and judge serving on the International Court of Justice since 2009. He served as the court's president from 2018 to 2021. Early life Yusuf was born in the northeastern town of Eyl, Puntland. He holds a ''Juris Doctor'' (Somali National University) and holds a PhD in international law from the Graduate Institute of International Studies of Geneva. Chaloka Beyani
Chaloka Beyani is a professor of international law at the London School of Economics and Political Science (LSE). He has worked and published extensively in the fields of international human rights law, international criminal law and international humanitarian law, as well as on issues relating to humanitarian assistance and population displacements, in particular internal displacement. In 2023 Beyani was nominated by Zambia for election to the International Court of Justice (ICJ). The Netherlands co-nominated Beyani. Zambia had previously put Beyani forth for the 2017 International Court of Justice judges election, but withdrew his name prior to the candidate selection process. The Group of African States, or African Group, is one of the five United Nations regional groups and is composed of 54 Member States from the African continent. The African Group is the largest regional group, and compose 28% of all United Nations members. The Group, as with all the regional groups, is a non-binding dialogue group where subjects concerning regional and international matters are discussed. The United Nations Regional Groups are the geopolitical regional groups of member states of the United Nations. Originally, the UN member states were unofficially organized into five groups as an informal means of sharing the distribution of posts for General Assembly committees. Georg Nolte (born 3 October 1959) is a German jurist and Judge of the International Court of Justice. He is professor of public international law at the Humboldt University of Berlin and has been a member of the UN's International Law Commission from 2007 to 2021, serving as its chairman in 2017. Julia Sebutinde
Julia Sebutinde is a Ugandan judge serving her second term on the International Court of Justice following her re-election on November 12, 2020. She also is the current chancellor of Muteesa I Royal University a university owned by Buganda kingdom. She has been a judge on the court since March 2012. She is the first African woman to sit on the ICJ. Before being elected to the ICJ, Sebutinde was a judge of the Special Court for Sierra Leone. She was appointed to that position in 2007. Xue Hanqin
Xue Hanqin (; born 15 September 1955) is a Chinese jurist at the International Court of Justice. On 29 June 2010, she was elected to fill the vacancy created by Shi Jiuyong's resignation on 28 May 2010. She is one of three female judges serving on the International Court of Justice (ICJ) and one of only four women elected as members of the Court to date. Peter Tomka (born 1 June 1956) is a Slovak judge of the International Court of Justice. Prior to his election to the ICJ in 2003, Tomka was a Slovak diplomat.
