The Oklahoma House of Representatives is the lower house of the legislature of the U.S. state of Oklahoma. Its members introduce and vote on bills and resolutions, provide legislative oversight for state agencies, and help to craft the state's budget. The upper house of the Oklahoma Legislature is the Oklahoma Senate. The Oklahoma Constitution established the powers of the Oklahoma House of Representatives in 1907. Oklahoma's 3rd congressional district is the largest congressional district in the state, covering an area of 34,088.49 square miles, over 48 percent the state's land mass. The district is bordered by New Mexico, Colorado, Kansas, and the Texas panhandle. Altogether, the district includes (in whole or in part) a total of 32 counties, and covers more territory than the state's other four districts combined. It is one of the largest districts in the nation that does not cover an entire state. The district has been represented by Republican Frank Lucas since 2003. Prior to 2003, most of the territory now in the 3rd district was in the 6th district.
