2021 North Kosovo Crisis
Triggered by the Government of Kosovo's decision to reciprocally ban Serbian license plates, a series of protests by Serbs in North Kosovo—consisting mostly of blocking traffic near border crossings— began on 20 September 2021. The ban meant that individuals who owned vehicles with Serbian license plates in Kosovo would have had to switch for Kosovar license plates at a government vehicle registration center. The ban was intended to mirror a prohibition against Kosovar license plates that had been imposed by Serbia since 2008. The Government of Serbia does not recognise Kosovo's independence and considers the Kosovo–Serbia border to be temporary. During the crisis, two government vehicle registration centers in Zvečan and Zubin Potok were targeted by arsonists. Political Status Of Kosovo
The political status of Kosovo, also known as the Kosovo question, is the subject of a long-running political and territorial dispute between the Serbian (and previously, Yugoslav) government and the Government of Kosovo, stemming from the breakup of Yugoslavia (1991–92) and the ensuing Kosovo War (1998–99). In 1999, the administration of the province was handed on an interim basis to the United Nations under the terms of UNSCR 1244 which ended the Kosovo conflict of that year. That resolution reaffirmed the territorial integrity of Serbia over Kosovo but required the UN administration to promote the establishment of 'substantial autonomy and self-government' for Kosovo pending a 'final settlement' for negotiation between the parties. The Serbian Armed Forces ( sr, Војска Србије, Vojska Srbije) is the military of Serbia. Belgrade–Pristina Negotiations
The Belgrade–Pristina dialogue is a series of EU-facilitated talks between the governments of Serbia and Kosovo. Serbia claims Kosovo as its southern province under United Nations administration, and rejects its independence. Kosovo considers Serbia as a neighboring state. The negotiations began in March 2011, three years after Kosovo declared independence. They are the first negotiations between the two entities since Kosovo declared independence in February 2008. Kosovo–Serbia Relations
Kosovo unilaterally declared independence from Serbia in 2008, a move which Serbia rejects. Serbia does not recognize Kosovo as an independent state and continues to claim it as the Autonomous Province of Kosovo and Metohija. Initially there were no relations between the two; however, in the following years there has been increased dialogue and cooperation between the two sides. Negotiations facilitated by the European Union resulted in the 2013 Brussels Agreement on the normalization of relations between the governments of Kosovo and Serbia. The agreement pledged both sides not to block the other in the EU accession process, defined the structure of the police and local elections in all parts of Kosovo, and also established the proposal of the Community of Serb Municipalities. Arson
Arson is the crime of willfully and deliberately setting fire to or charring property. Although the act of arson typically involves buildings, the term can also refer to the intentional burning of other things, such as motor vehicles, watercraft, or forests. Vehicle Registration Plates Of Kosovo
Vehicle registration plates of Kosovo are issued by the Ministry of Internal Affairs of the Republic of Kosovo. As of June 1, 2012, all residents of Kosovo are obliged to fit their cars with KS or RKS plates. Non-compliance results in confiscation of the non-Kosovan plates (including Serbian plates with district codes for claimed Kosovo districts) and legal charges. Numbering and lettering On 6 December 2010, a new design was introduced containing the letters RKS (Republic of Kosovo's initials) on a blue field, a two digit number corresponding to the districts of Kosovo, the coat of arms of Kosovo, a three-digit number and finally two serial letters. The remaining plates bearing the old design issued under UNMIK will be replaced with the new once their registration is pending renewal. Xhelal Sveçla (born 21 April 1970) is a Kosovo–Albanian dentist and politician, currently serving as the Minister of Internal Affairs and Public Administration in the Second Kurti cabinet. He was formerly a Member of Parliament, then First Deputy Minister of Internal Affairs, and acting Minister. Sveçla began his studies at the dentistry school of the University of Prishtina in 1990, but transferred to the University of Tirana, where he obtained his degree. Albin Kurti (; born 24 March 1975) is a Kosovar Albanian politician and activist, serving as the Prime Minister of Kosovo since 22 March 2021, having previously served in that role between February and June 2020. He came to prominence in 1997 as the vice-president of the University of Pristina student union, and a main organizer of non-violent demonstrations in 1997 and 1998.
