2020 Bougainvillean General Election
The 2020 presidential and parliamentary election was held in the Autonomous Region of Bougainville between 12 August and 1 September 2020. 440 candidates were contesting the 40 seats in the Bougainville House of Representatives, including 25 competing to be President of the Autonomous Region of Bougainville. The new government will negotiate the outcome of the 2019 Bougainvillean independence referendum, which saw 98.3% of voters supporting independence from Papua New Guinea. Originally scheduled to be held in May, the elections were delayed twice due to the COVID-19 pandemic, first until June, and then again until August. On 21 August 2020 the Electoral Commissioner announced that polling had almost been completed, one week ahead of schedule. Ishmael Toroama
Ishmael Toroama (born 28 February 1969) is a Autonomous Region of Bougainville, Bougainvillean politician who was elected President of the Autonomous Region of Bougainville in 2020 Bougainville Presidential Election, 2020. He is a former commander in the Bougainville Revolutionary Army. Early life Toroama was born in Roreinang in the Kieta District in Central Bougainville and educated at the local school and at Hutjena High School. After dropping out of school, he worked for the Tonolei Development Corporation. Civil war and aftermath Toroama joined the Bougainville Revolutionary Army in the early days of the Bougainville Civil War and quickly became one of its field commanders. Bougainville Revolutionary Army
The Bougainville Revolutionary Army (BRA) was a secessionist group formed in 1988 by Bougainvilleans seeking independence from Papua New Guinea (PNG). The leader of the BRA was Francis Ona who led the BRA against the Papua New Guinea Defence Force during the violent 10 year conflict. Not all BRA members agreed to the Peace Treaty and boycotted it, and have held out in an official no-go zone, protected by members of the Meekamui Defence Force, currently commanded by Moses Pepino. BRA leaders argued that Bougainville is ethnically part of the Solomon Islands and has not profited from the extensive mining that has occurred on the island. The Supreme Court of Papua New Guinea has been the highest court of Papua New Guinea since 16 September 1975, replacing the pre-Independence Supreme Court (corresponding to the post-Independence National Court) and the overseas appellate tribunals from 1902 to 1975 of the High Court of Australia and the Judicial Committee of the Privy Council. Magdalene Toroansi is a Papua New Guinean diplomat and politician. She is from the Autonomous Region of Bougainville, and was Minister for Women from 2005 and 2008. Instant-runoff Voting
Instant-runoff voting (IRV) is a type of ranked preferential voting method. It uses a majority voting rule in single-winner elections where there are more than two candidates. It is commonly referred to as ranked-choice voting (RCV) in the United States (although there are other forms of ranked voting), preferential voting in Australia, where it has seen the widest adoption; in the United Kingdom, it is generally called alternative vote (AV), whereas in some other countries it is referred to as the single transferable vote, which usually means only its multi-winner variant.
