The Ternopil Oblast Council ( uk, Тернопільська обласна рада) is the regional oblast council (parliament) of the Ternopil Oblast (province) located in western Ukraine. The council is composed of 64 members and is situated in the oblast's administrative center Ternopil. Proportional Representation
Proportional representation (PR) refers to a type of electoral system under which subgroups of an electorate are reflected proportionately in the elected body. The concept applies mainly to geographical (e.g. states, regions) and political divisions (political parties) of the electorate. The essence of such systems is that all votes cast - or almost all votes cast - contribute to the result and are actually used to help elect someone—not just a plurality, or a bare majority—and that the system produces mixed, balanced representation reflecting how votes are cast. Viktor Yuschenko
Viktor Andriyovych Yushchenko ( uk, Віктор Андрійович Ющенко, ; born 23 February 1954) is a Ukrainian politician who was the third president of Ukraine from 23 January 2005 to 25 February 2010. As an informal leader of the Ukrainian opposition coalition, he was one of the two main candidates in the 2004 Ukrainian presidential election. Yushchenko won the presidency through a repeat runoff election between him and Prime Minister Viktor Yanukovych.
