2005 Venetian Regional Election
The Venetian regional election of 2005 took place on 3–4 April 2005. Giancarlo Galan (Forza Italia, House of Freedoms) was re-elected for the third time in a row President of the Region, but the support for him was diminished by the presence of a third candidate, Giorgio Panto, who picked votes both from the centre-right and the Venetian nationalism, Venetist camps, and of a fourth candidate representing the far right, Roberto Bussinello. Although Forza Italia remained the largest party in the Council and also in the Region as a whole (The Olive Tree (political coalition), The Olive Tree was only an electoral alliance at the time and the three parties which were part of it formed separate groups in the Council), it suffered a serious decline in term of votes, from 30.3% of 2000 Venetian regional election, 2000 to 22.7%. Regional Council Of Veneto
The Regional Council of Veneto (''Consiglio Regionale del Veneto'') is the regional parliament of Veneto. The Council, which has its seat at Palazzo Ferro Fini, located along the Grand Canal in Venice. was first elected in 1970, when ordinary regions were established, twenty-two years after the Italian Constitution envisioned them in 1948. Composition The Regional Council of Veneto (''Consiglio Regionale del Veneto'') is composed of 51 members. 49 councillors are elected in provincial constituencies by proportional representation using the largest remainder method with a Droop quota and open lists, while the remaining two are the elected President and the candidate for President who comes second. Liga Veneta Repubblica (''Łiga Vèneta Republica'', Venetian Republic League, LVR) is a Venetist political party in Veneto, Italy. The party maintains a mildly separatist position and campaigns for the self-government of Veneto. The party's founder and long-time leader is Fabrizio Comencini. Lega Nord (; acronym: LN), whose complete name is (), is a right-wing, federalist, populist and conservative political party in Italy. Panachage (, from French meaning "blend, mixture") is the name given to a procedure provided for in several open-list variants of the party-list proportional representation system. It gives voters more than one vote in the same ballot and allows them to distribute their votes between or among individual candidates from different party lists. Regional Council (Italy)
A regional council (''Consiglio regionale'') in Italy is the elected legislative assembly of a region of Italy. In Emilia-Romagna and Sicily, the legislative bodies are called the Legislative Assembly of Emilia-Romagna and the Sicilian Regional Assembly respectively. A majoritarian electoral system is an electoral system where the candidate with the most votes takes the seat using the winner-takes-all principle and in this way provides majoritarian representation. In these voting systems the quota is the number of votes that guarantees a candidate, or a party in some cases, captures a seat. Open List
Open list describes any variant of party-list proportional representation where voters have at least some influence on the order in which a party's candidates are elected. This is as opposed to closed list, which allows only active members, party officials, or consultants to determine the order of its candidates and gives the general voter no influence at all on the position of the candidates placed on the party list. Additionally, an open list system allows voters to select individuals rather than parties. Different systems give the voter different amounts of influence to change the default ranking. Droop Quota
The Droop quota is the quota most commonly used in elections held under the single transferable vote (STV) system. It is also sometimes used in elections held under the largest remainder method of party-list proportional representation (list PR). In an STV election the quota is the minimum number of votes a candidate must receive in order to be elected. Any votes a candidate receives above the quota are transferred to another candidate. The Droop quota was devised in 1868 by the English lawyer and mathematician Henry Richmond Droop (1831–1884) as a replacement for the earlier Hare quota. The largest remainder method (also known as Hare–Niemeyer method, Hamilton method or as Vinton's method) is one way of allocating seats proportionally for representative assemblies with party list voting systems. It contrasts with various highest averages methods (also known as divisor methods). Method The ''largest remainder method'' requires the numbers of votes for each party to be divided by a quota representing the number of votes ''required'' for a seat (i.e. usually the total number of votes cast divided by the number of seats, or some similar formula).
