The 1999 Volta a Catalunya was the 79th edition of the Volta a Catalunya cycle race and was held from 17 June to 24 June 1999. The race started in La Pineda and finished at the in Andorra. The race was won by Manuel Beltrán of the Banesto team. Manuel Beltrán
Manuel Beltrán Martinez (born 28 May 1971) is a former professional road bicycle racer from Spain. His finishes in the Tour de France are somewhat misleading as he was a lieutenant for his team leader. He was the team leader for numerous Vuelta a España rides and performed well. Beltrán tested positive for EPO after the first stage of the 2008 Tour de France, according to ''L'Équipe'' 11 July 2008. The same date as the news broke, a spokesman for his team Liquigas said he would be suspended from the team and thrown out of that year's tour. It was later confirmed that his B-sample also tested positive. Beltrán was suspended for two years. In 2010, he had to pay his former team 100.000 euros because of his positive doping test in the Tour de France. His name was also on the list of doping tests published by the French Senate on 24 July 2013 that were collected during the 1998 Tour de France and found positive for EPO when retested in 2004. Vilanova I La Geltrú
Vilanova i la Geltrú () is the capital city of Garraf ''comarca'', in the province of Barcelona, Catalonia, Spain. Hernán Buenahora Gutíerrez (born 18 March 1967) is a Colombian former road racing cyclist, who was nicknamed ''El Cabrito de Barichara'' during his career. He turned professional in 1990 and placed 18th in the 1994 Tour de France, 10th in the 1995 Tour, 22nd in the 1997 Tour, and 64th in the 1999 Tour. Riding in the 2006–07 UCI America Tour events, Buenahora won the overall titles of the Clasico Ciclistico Banfoandes and the Vuelta al Táchira, riding for the Gobernación del Zulia – Alcaldía de Cabimas cycling team. In the prior season, he had been disqualified in the Vuelta al Colombia when, whilst leading the race, he had a non-negative doping control. However, Buenahora still managed to finish second overall. Fernando Escartín
Fernando Escartín Coti (born 24 January 1968) is a Spanish former road racing cyclist. Between 1995 and 2000 he came in the top 10 of the Tour de France five times and in that same time period finished on the podium in 2nd place at the Vuelta a España, twice. Biography Escartín was born in Biescas, Aragon. Tour de France Escartín won a stage and finished third overall in the 1999 Tour de France. Of the cyclists who finished on the podium in the era in which Lance Armstrong won the Tour de France seven times (1999–2005), Escartín is the sole rider not to be implicated in a doping scandal. Georg Totschnig (born 25 May 1971) is an Austrian former road bicycle racer who raced professionally between 1993 and 2006. He won the Austrian National Road Race Championships in 1997 and 2003. He also rode at three Olympic Games. Career In 1989, Totschnig became the Junior Austrian National Time Trial Champion. He turned professional with the Italian Lampre - Polti team in 1993, remaining with the team in 1994 when Polti became the main sponsor for the first time. Joseba Beloki Dorronsoro (born 12 August 1973) is a Spanish former professional road bicycle racer. Tour successes Beloki turned professional in 1998 with , joined in 2000, and then in 2001. Encamp () is one of the parishes of Andorra, located on the Valira d'Orient river. It is also the name of the main town in the parish. Banyoles
Banyoles () is a city of 20,168 inhabitants (2021) located in the province of Girona in northeastern Catalonia, Spain. El Masnou
El Masnou (; ) is a municipality in the province of Barcelona, Catalonia, Spain. It is situated on the coast between Montgat and Premià de Mar, to the north-east of the city of Barcelona, in the ''comarca'' (county) of el Maresme.
