Governor Of The Virgin Islands
The Governor of the Virgin Islands is the representative of the British monarch in the United Kingdom's overseas territory of the British Virgin Islands. The governor is appointed by the monarch on the advice of the British government. The role of the governor is to act as the ''de facto'' head of state, and is responsible for appointing the chief minister and the executive council. The current Governor is John Rankin CMG. The Governor has a viceregal flag, the Union Flag defaced with the territory's coat of arms. The official residence of the Governor is Government House located in Road Town, Tortola. History The first colonial administration on the islands was the Dutch. England annexed the Islands in 1672. An administrator was appointed to the islands from 1887, and replaced by a governor in 1971 when the islands were created a distinct territory. Peter Penfold
Peter Alfred Penfold (born 27 February 1944) is a British retired diplomat. His career began in 1963, when he joined the Foreign Service as a clerical officer. Two years into his career, he was posted to the British embassy in Bonn, West Germany, and two years after that to Nigeria. From 1970 to 1972, Penfold served as a "floater" in Latin America, filling in as necessary for staff at British missions in the region. He served in Mexico during the 1970 football world cup, and on St Vincent, where he was responsible for organising an evacuation after a volcanic eruption. After Latin America, Penfold briefly served in Canberra, before returning to London to take a post in the Foreign and Commonwealth Office (FCO). Premier Of The Virgin Islands
The Premier of the Virgin Islands is the head of government for the British Virgin Islands. As a British Overseas Territory, the Premier is appointed by the Governor on behalf of the British monarch, currently King Charles III. Until 2007, the head of government was known as the Chief Minister of the Virgin Islands, but a constitutional change in 2007 renamed the position as Premier. The current Premier is Natalio Wheatley. He is serving since 5 May 2022. History of the office Since the 1967 constitution was adopted, only seven different people (all men) have served as Premier or Chief Minister, and each of them except for Cyril Romney has served at least two full terms. Hamilton Lavity Stoutt (7 March 1929 – 14 May 1995) was a British Virgin Islander politician and the first and longest serving Chief Minister of the British Virgin Islands. He won five general elections (1967, 1979, 1986, 1991 and 1995) and serving three non-consecutive terms of office from 1967 to 1971, again from 1979 to 1983 and again from 1986 until his death in 1995. Stoutt in 1956 and had three sons and three daughters. He was a staunch Methodist, and served as both a Sunday school superintendent and a lay preacher. Career Stoutt served as a parliamentarian in the Legislative Council from 1957 until 1967 prior to the adoption of the 1967 constitution, and at the time of his death was thought to be the longest serving Parliamentarian in the Caribbean. Virgin Islands Party
The Virgin Islands Party (VIP) is a political party in the British Virgin Islands. It is presently led by Acting Premier Natalio Wheatley. It is the oldest active political party in the British Virgin Islands, and it has won more general elections (seven) than any other political party in the British Virgin Islands. The party was founded by Lavity Stoutt in 1971 when Stoutt left the United Party in order to contest 1971 election after a dispute with Conrad Maduro as to who should be leader of the United Party. The Virgin Islands Party led by Stoutt lost to coalitions led by Willard Wheatley in the 1971 and 1975 general elections, but triumphed in the 1979 general election. Stoutt continued to lead the party until his death in 1995. After Stoutt's death, leadership of the party fell to Ralph T. O'Neal who led it until he stepped down on 28 May 2014. British Virgin Islands General Election, 1995
General elections were held in the British Virgin Islands on 20 February 1995. The result was a victory for the incumbent Virgin Islands Party (VIP) led by Chief Minister Lavity Stoutt. The VIP won a plurality of six seats, and thus were able to form a minority government as no other party or coalition could muster a larger number of seats. The BVI United Party (UP) won three seats, and the Concerned Citizens Movement (CCM) won two seats. The two other seats were won by independents. Shortly after the election Alvin Christopher joined the VIP upon being offered a Ministerial seat, giving the VIP an outright majority. It was the first election to be fought in the British Virgin Islands after the introduction of Territorial at-large seats. Lavity Stoutt had fought hard against the introduction of at-large seats, fearing it would undermine the strong territorial base of the VIP. Ralph O'Neal
Ralph Telford O'Neal, OBE (15 December 1933 – 11 November 2019) was a British Virgin Islander politician. He was the longest ever serving elected representative in the British Virgin Islands, and served as Chief Minister (when the office was so titled) or Premier of the British Virgin Islands for three terms. Politics Ralph O'Neal was first elected to represent the district for Virgin Gorda and Anegada on 1 September 1975, and he held that seat continuously until the 2015 general election. Hurricane Luis
Hurricane Luis was a long lived and powerful Category 4 hurricane. It was the strongest hurricane to make landfall and the third-most intense hurricane recorded during the 1995 Atlantic hurricane season. The storm, along with Humberto, Iris, and Karen, was one of four simultaneous tropical systems in the Atlantic basin. Luis caused very extensive damage to Antigua, St. Barthelemy, the island of St. Martin and Anguilla as it affected Bermuda. The storm accounted for 19 confirmed deaths, left nearly 20,000 homeless (mostly in Anguilla, Barbuda, and St. Martin), and affected more than 70,000 people. Total damage was estimated at $3.3 billion (1995 USD) across the affected areas. Hurricane Marilyn was the most powerful hurricane to strike the Virgin Islands since Hurricane Hugo of 1989, and the third such tropical cyclone in roughly a two-week time span to strike or impact the Leeward Islands, the others being Hurricane Iris and the much more powerful and destructive Hurricane Luis. The thirteenth named storm, seventh hurricane and third major hurricane of the extremely active 1995 Atlantic hurricane season, Marilyn formed on September 12 as a tropical depression from a tropical wave that moved off the coast of Africa on September 7. After formation, the storm quickly became a tropical storm, and steadily intensified into a hurricane by the time it struck the Lesser Antilles on September 14 at Category 1 strength.
