1995 Canberra By-election
The 1995 Canberra by-election was held in the Australian electorate of Canberra in Australian Capital Territory on 25 March 1995. The by-election was triggered by the resignation of the sitting member, the Australian Labor Party's Ros Kelly on 30 January 1995. The writ for the by-election was issued on 17 February 1995. The by-election was won by Liberal Party candidate Brendan Smyth, making it the first (and currently the only) by-election in the ACT to have been won by the Liberal Party. The by-election took place in the shadow of the "sports rorts" affair which resulted in Kelly's resignation as a minister. Smyth would later contest the new seat of Namadgi at the 1996 election but was defeated. Subsequent to his career in Federal Parliament, Smyth became leader of the ACT Liberal Party from 2002 to 2006. Two-party-preferred
In Australian politics, the two-party-preferred vote (TPP or 2PP) is the result of an election or opinion poll after preferences have been distributed to the highest two candidates, who in some cases can be independents. For the purposes of TPP, the Liberal/National Coalition is usually considered a single party, with Labor being the other major party. Typically the TPP is expressed as the percentages of votes attracted by each of the two major parties, e.g. "Coalition 50%, Labor 50%", where the values include both primary votes and preferences. The TPP is an indicator of how much swing has been attained/is required to change the result, taking into consideration preferences, which may have a significant effect on the result. The TPP assumes a two-party system, i.e. that after distribution of votes from less successful candidates, the two remaining candidates will be from the two major parties. Liberal Party Of Australia
The Liberal Party of Australia is a centre-right political party in Australia, one of the two major parties in Australian politics, along with the centre-left Australian Labor Party. It was founded in 1944 as the successor to the United Australia Party and has since become the most successful political party in Australia's history. List Of Australian Federal By-elections
This is a list of by-elections for the House of Representatives from its creation in 1901 until the present day. Casual vacancies in the House of Representatives arise when a member dies, is disqualified or resigns, or for some other reason the seat becomes vacant. Members normally resign by tendering resignation to the Speaker of the House of Representatives. Casual vacancies are filled by by-elections. The Speaker has a discretion as to when to call a by-election and may not call one at all, for example, if a general election is imminent. At least 33 days must elapse between the issue by the Speaker of a writ and the date of a by-election, and the Speaker cannot issue the writ until receipt of a formal letter of resignation. The Liberal Party of Australia (Australian Capital Territory Division), branded as Canberra Liberals, is the division of the Liberal Party of Australia in the Australian Capital Territory (ACT). The party has been in opposition in the ACT Legislative Assembly for much of its existence, but held power with the support of minor parties and independents between 1989 and 1991 and again between 1995 and 2001. History The first Liberal branch in Canberra was formed in order to field a candidate in the newly created Division of Australian Capital Territory at the 1949 federal election. Sports Rorts Affair
The "sports rorts" affair was the name by which Australian media and political commentators came to refer to events during the second Keating ministry in late 1993 and early 1994, where the then Sports Minister, Ros Kelly, was unable to appropriately explain the distribution of federal sporting grants to marginal electorates held by the governing Australian Labor Party. On 28 February 1994, Kelly resigned from her position under consistent pressure from the Australian Democrats and the Liberal opposition about the matter. Ultimately, the controversy also led to her resignation from Parliament and, at the resulting by-election on 25 March 1995, the government lost the normally safe Labor seat of Canberra. Brendan Smyth (politician)
Brendan Michael Smyth (born 27 July 1959) is a former Australian politician, who was a member of the Australian Capital Territory Legislative Assembly representing the electorate of Brindabella for the Liberal Party from 1998 until 2016. From 2002 to 2006 Smyth was the ACT Leader of the Opposition and served briefly as the Deputy Chief Minister during 2000 and 2001. He has held the ACT portfolios Urban Services, Business, Tourism and the Arts, and Police and Emergency Services. Prior to his election to the ACT Legislative Assembly he served briefly as the Member for Canberra in the Australian House of Representatives, also representing the Liberals. A by-election, also known as a special election in the United States and the Philippines, a bye-election in Ireland, a bypoll in India, or a Zimni election (Urdu: ضمنی انتخاب, supplementary election) in Pakistan, is an election used to fill an office that has become vacant between general elections. The Australian Capital Territory (commonly abbreviated as ACT), known as the Federal Capital Territory (FCT) until 1938, is a landlocked federal territory of Australia containing the national capital Canberra and some surrounding townships. It is located in southeastern Australian mainland as an enclave completely within the state of New South Wales.
