A nationwide census, known as Census 2001, was conducted in the United Kingdom on Sunday, 29 April 2001. This was the 20th UK census and recorded a resident population of 58,789,194. The 2001 UK census was organised by the Office for National Statistics (ONS) in England and Wales, the General Register Office for Scotland (GROS) and the Northern Ireland Statistics and Research Agency (NISRA). The census in the United Kingdom is decennial, that is, held every ten years, although there is provision in the Census Act 1920 for a census to take place at intervals of five years or more. There are actually three separate censuses in the United Kingdom - in England and Wales, Scotland, and Northern Ireland, although they are often coordinated. The Community Charge, commonly known as the poll tax, was a system of taxation introduced by Margaret Thatcher's government in replacement of domestic rates in Scotland from 1989, prior to its introduction in England and Wales from 1990. The Office of Population Censuses and Surveys (OPCS), was created in May 1970 through the merger of the General Register Office and the Government Social Survey Department.
