1991 State Of The Union Address
The 1991 State of the Union Address was given by the 41st president of the United States, George H. W. Bush, on January 29, 1991, at 9:00 p.m. EST, in the chamber of the United States House of Representatives to the 102nd United States Congress. It was Bush's second State of the Union Address and his third speech to a joint session of the United States Congress. Presiding over this joint session was the House speaker, Tom Foley, accompanied by Dan Quayle, the vice president, in his capacity as the president of the Senate. The speech lasted approximately 48 minutes. and contained 3823 words. The Democratic Party response was delivered by Senator George Mitchell (ME). Manuel Lujan, the Secretary of the Interior, served as the designated survivor. The Eastern Time Zone (ET) is a time zone encompassing part or all of 23 states in the eastern part of the United States, parts of eastern Canada, the state of Quintana Roo in Mexico, Panama, Colombia, mainland Ecuador, Peru, and a small portion of westernmost Brazil in South America, along with certain Caribbean and Atlantic islands. Places that use: * Eastern Standard Time (EST), when observing standard time (autumn/winter), are five hours behind Coordinated Universal Time ( UTC−05:00). * Eastern Daylight Time (EDT), when observing daylight saving time (spring/summer), are four hours behind Coordinated Universal Time ( UTC−04:00). On the second Sunday in March, at 2:00 a.m. EST, clocks are advanced to 3:00 a.m. EDT leaving a one-hour "gap". On the first Sunday in November, at 2:00 a.m. EDT, clocks are moved back to 1:00 a.m. EST, thus "duplicating" one hour. The United States secretary of the interior is the head of the United States Department of the Interior. The secretary and the Department of the Interior are responsible for the management and conservation of most federal land along with natural resources, leading such agencies as the Bureau of Land Management, the United States Geological Survey, Bureau of Indian Affairs and the National Park Service.
