Azerbaijan (, ; az, Azərbaycan ), officially the Republic of Azerbaijan, , also sometimes officially called the Azerbaijan Republic is a transcontinental country located at the boundary of Eastern Europe and Western Asia. It is a part of the South Caucasus region and is bounded by the Caspian Sea to the east, Russia (Republic of Dagestan) to the north, Georgia to the northwest, Armenia and Turkey to the west, and Iran to the south. Baku is the capital and largest city. The Azerbaijan Democratic Republic proclaimed its independence from the Transcaucasian Democratic Federative Republic in 1918 and became the first secular democratic Muslim-majority state. The president of the Republic of Azerbaijan is the head of state of Azerbaijan. The Constitution states that the president is the embodiment of executive power, commander-in-chief, "representative of Azerbaijan in home and foreign policies", and "shall have the right of immunity rom prosecution" The president rules through his executive office, the Presidential Administration, consisting of a group of secretaries and departmental ministers. Additionally, there is a Cabinet of Ministers regarding economic and social policy and a Security Council regarding foreign, military, and judicial matters. Ayaz Mutallibov
Ayaz Niyazi oghlu Mutallibov, russian: Аяз Ниязович Муталибов, Ayaz Niyazovich Mutalibov (12 May 1938 – 27 March 2022) was an Azerbaijani politician who served as the first president of Azerbaijan. He was the last leader of Soviet Azerbaijan, and first President of Azerbaijan from 18 May 1990 until 6 March 1992 and from 14 May until 18 May 1992. Biography Ayaz Mutallibov was born on 12 May 1938, in Baku to the family of a physician and later World War II veteran, Niyazi Ashraf oghlu Mutallibov ( az, Niyazi Əşrəf oğlu Mütəllibov), and gynaecologist Kubra Mutallibova (died in 1988). Both of his parents were from Shamakhi. In 1956, Ayaz Mutallibov graduated from the secondary school #189 in Baku. During his youth he was fond of jazz music. Hasan Aziz oghlu Hasanov ( az, Həsən Əziz oğlu Həsənov / Һәсән Әзиз оғлу Һәсәнов, born 20 October 1940) is an Azerbaijani politician and diplomat. He served as Azerbaijan's last communist leader, as its Prime Minister of Azerbaijan both during the Soviet rule and Azerbaijan's subsequent independence after the collapse of Soviet Union but eventually resigned. Early life Hasanov was born in Tbilisi. Having completed his secondary education in Tbilisi, he moved to Baku, Azerbaijan to study at Azerbaijan Technical University in 1958. In 1963, Hasanov graduated from the university and in 1981 from Baku Supreme Party School. While a student, he chaired the group, faculty, and institute Komsomol committee.
