1991 Birthday Honours

Commonwealth Realm
A Commonwealth realm is a sovereign state in the Commonwealth of Nations whose monarch and head of state is shared among the other realms. Each realm functions as an independent state, equal with the other realms and nations of the Commonwealth. King Charles III succeeded his mother, Queen Elizabeth II, as monarch of each Commonwealth realm following her death on 8 September 2022. Fourteen regional health authorities were established in England by the National Health Service Reorganisation Act 1973 in 1974, replacing the English regional hospital boards. This reorganisation was planned by the Conservative government of Edward Heath, but survived the General Election 1974. The new Labour government published a paper on ''Democracy in the NHS'' in May 1974 that added local government representatives to the new RHAs and increased their proportion on each area health authority to a third. They were responsible for strategy, the building programme, staffing matters and the allocation of resources to their 90 subordinate area health authorities. Founded in 1955, the NATO Parliamentary Assembly (NATO PA) serves as the consultative interparliamentary organisation for the North Atlantic Alliance. Its current President is Gerald E. Patrick Duffy (British Politician)
Sir Albert Edward Patrick Duffy KCSG (born 17 June 1920) is a British economist and Labour Party politician. He was the Member of Parliament for Colne Valley from 1963 to 1966, and for Sheffield Attercliffe from 1970 to 1992. Duffy was also a Minister of the Navy in the 1970s, and president of the NATO Assembly in the 1980s. Following the death of Ronald Atkins on 30 December 2020, Duffy became Britain's oldest surviving former MP. Early life and career Duffy was born in Wigan, Lancashire in June 1920, to Irish Catholic immigrant parents James and Margaret Duffy, who were both from the village of Raith, near Aghamore in County Mayo. Edward Downes
Sir Edward Thomas ("Ted") Downes, CBE (17 June 1924 – 10 July 2009) was an English conductor, specialising in opera. He was associated with the Royal Opera House from 1952, and with Opera Australia from 1970. He was also well known for his long working relationship with the BBC Philharmonic and for working with the Netherlands Radio Orchestra. Within the field of opera, he was particularly known as a conductor of Verdi. He and his wife, Lady (Joan) Downes, committed assisted suicide at the Dignitas clinic in Switzerland on 10 July 2009, an event that received significant media coverage. Health And Safety Commission
The Health and Safety Commission (HSC) was a United Kingdom non-departmental public body. The HSC was created by the Health and Safety at Work etc. Act 1974 (HSWA). It was formally established on 31 July 1974. The Commission consisted of a chairman and between six and nine other people, appointed by the Secretary of State for Employment, latterly the Secretary of State for Work and Pensions, after consultation. John Ambrose Cope, Baron Cope of Berkeley, PC (born 13 May 1937) is a Conservative Party politician in the United Kingdom. Education Cope was educated at Oakham School before qualifying as a Chartered Accountant. Merseyside Development Corporation
The Merseyside Development Corporation was a central government-appointed Development Corporation set up in 1981 by Margaret Thatcher's government to regenerate the Mersey docks of Liverpool, Bootle, Wallasey and Birkenhead. It was one of two Development Corporations to be set up in 1981, the other being the London Docklands Development Corporation, which also focused on disused docklands. Sir Philip David Carter, CBE (8 May 1927 – 23 April 2015) was a Scottish-born football director, life president of Everton Football Club and former director of Littlewoods. Background Born at 33 Cedric Road, Glasgow, the son of Percival Carter (1895–1956), customs and excise officer, and his first wife, who was from Glasgow, Isabella Smith (Isobell), née Stirratt, (1897–1931). His parents had married in Liverpool on 23 December 1920. After his mother's death, Carter's father moved back to the city, where in 1938 he married Elsie Alexandra Jones (1902–1974).
