1990 Niuean General Election
General elections were held in Niue on 7 April 1990, seven months after Cyclone Ofa caused considerable damage to the island. While primarily contested by independents, the election was contested by Young Vivian's Niue People's Action Party (NPAP), which was opposed to premier Robert Rex. On election night the NPAP believed it had a majority, but a leadership dispute between Vivian and newly-elected MP Sani Lakatani saw a group of MP's led by the latter switch sides. Following the election, Robert Rex was re-elected for a sixth term as Premier of Niue by a vote of 12 to 8. Sam Tagelagi was re-elected Speaker by the same margin. Niue Assembly
The Niue Assembly ( niu, Niue Fono Ekepule) is the legislature of Niue. It consists of 20 members; 14 representatives of the villages and 6 elected on a common roll. Members are directly elected by universal suffrage, and serve a three-year term. Niue follows the Westminster system of government, with the Premier elected by the Assembly and the Cabinet drawn from it. History The Assembly is descended from the Island Council established under the Cook Islands Act 1915. This was disbanded in 1959 and reconstituted as the Assembly, which was successively granted greater control. Robert Rex
Sir Robert Richmond Rex (25 January 190912 December 1992) was the first Premier of the Pacific island state of Niue. Early life and family Rex was born to parents Leslie Lucas Richmond Rex, a European trader on Niue, and Fisimonomono Tufaina of Avatele Village in the south of Niue. He later settled down in Alofi, the capital of Niue, with his wife of that village, Patricia Rex, (1918–2004). Rex was the great uncle of the rugby player Frank Bunce. Political career Rex was Premier of Niue from its establishment as a self-governing territory on 19 October 1974 until his death in 1992. Upon his death in office, he was succeeded by Mititaiagimene Young Vivian, until General Elections the following year resulted in the election of Frank Fakaotimanava Lui into office. Cyclone Ofa
Severe Tropical Cyclone Ofa was a powerful tropical cyclone that caused severe damage in Polynesia in February of 1990. The system was first noted on January 27, 1990, near Tuvalu, as a shallow tropical depression that had developed within the South Pacific Convergence Zone. The cloud pattern slowly organized, and on January 31, while located east of Tuvalu, Ofa attained cyclone intensity. Moving slowly southeast, Ofa developed storm-force winds. It attained hurricane-force winds on February 2. Cyclone Ofa reached peak intensity on February 4. Shortly after, its peak Ofa began to weaken over a less favourable environment. Ofa was declared an extratropical cyclone on February 8, though the system was still tracked by meteorologists until February 10. Young Vivian
Mititaiagimene Young Vivian is a Niuean politician and diplomat, who served as Premier of Niue twice, the first time from December 1992 to March 1993 following the death of Sir Robert Rex, and the second from 2002 to 2008. He also served as a Cabinet Minister multiple times, first as Minister of Education, Economic Development and Agriculture and later as Minister of Finance under Robert Rex, and in the Cabinet of Sani Lakatani. From 1979 to 1982 he served as Secretary-General of the South Pacific Commission. Early political career Before entering politics Vivian worked as a teacher. He was first elected to the Niue Assembly in the 1969 general election and appointed to the Executive Council, serving as Member of Education in Robert Rex's pre-independence government. Niue People's Action Party
The Niue People's Party (also known as the Niue People's Action Party) was a political party in Niue. Founded in 1987 by Niueans living in New Zealand, it was disbanded in 2003. It was, during that time, the country's only political party. The party won four seats at the 1987 Niuean general election. The Niue People's Party (NPP) first entered parliament in 1996. The party won the elections of 1999 and Sani Lakatani became Premier (Chief Minister). Lakatani was succeeded in 2002 by Mititaiagimene Young Vivian, also a member of the NPP. Sani Elia Lagigietama Lakatani (born 1936) is a former Premier of Niue. He was a member of the Niue People's Party. Early life Lakatani served in the New Zealand Army as a corporal. He was deployed to Vietnam as part of the Whiskey2 deployment. Sam Pata Emani Tagelagi
Sam Pata Emani Tagelagi (29 December 1935 – 10 September 2011) was a Niuean politician and elder. Tagelagi served as the first Speaker of the Niue Assembly from 1976 to 1993. Biography From 1958 until 1963, Tagelagi worked as an employee of the New Zealand Internal Affairs and Island Territories Department. He later served as the head of inland revenue, Niuean customs comptroller, and treasurer. Aside from his long tenure as Niue's first Speaker, Tagelagi was also a member of many Niuean government committees. He served actively on the Alofi village council until his death in 2011. Within business, he served as the Niue Development Bank's general manager and owned an accounting firm. Sam Pata Emani Tagelagi died from a long illness at his home in Alofi, Niue, on 10 September 2011, at the age of 76. The politics of Niue take place in a framework of a parliamentary representative democratic dependency, whereby the Chief Minister is the head of government, and of a non-partisan system. Niue is self-governing in free association with New Zealand and is fully responsible for internal affairs. New Zealand retains some responsibility for external affairs, in consultation with Niue.
