The president of Mexico ( es, link=no, Presidente de México), officially the president of the United Mexican States ( es, link=no, Presidente de los Estados Unidos Mexicanos), is the head of state and head of government of Mexico. Under the Constitution of Mexico, the president heads the executive branch of the federal government and is the commander-in-chief of the Mexican Armed Forces. The current president is Andrés Manuel López Obrador, who took office on 1 December 2018. The office of the president is considered to be revolutionary, in the sense that the powers of office are derived from the Revolutionary Constitution of 1917. The governor of Baja California represents the executive branch of the government of the state of Baja California, Mexico, per the state's constitution. The official title is "Free and Sovereign State of Baja California" (''Estado Libre y Soberano de Baja California''), and the position is democratically elected for a period of 6 years, and is not re-electable. From 1953 to 2019, the governor's term began November 1 of the year of the election and finishes October 31, six years later. José Refugio Esparza Reyes (August 23, 1921 – November 12, 2015) was a Mexican teacher, politician and member of the Institutional Revolutionary Party (PRI). He served as the Governor of the Mexican state of Aguascalientes from 1974 until 1980. Esparza Reyes was born on August 23, 1921, in the former village of Mexiquito, located in the community of Viudas de Oriente, Villa Juárez, Aguascalientes. The village of Mexiquito, his birthplace, no longer exists. He created a number of state social programs, notably Operation Bee (''Operación Abeja''), which promoted citizen participation and transparency in rural areas. Carlos Hank González (1927–2001), nicknamed ''El Profesor'' ("The Professor"), was a Mexican politician and influential businessman. Originally a teacher, he was an entrepreneur who built political contacts along with a business empire, leading to various government and political positions at the state (State of Mexico) and national level. He was prevented from seeking the presidency due to laws requiring both parents to be Mexicans by birth, whereas his father was German. A leaked report from the National Drug Intelligence Center (NDIC) noted that Hank González's involvement in drug trafficking and money laundering at one time posed "a significant criminal threat to the United States."
