1978 Gilbertese Chief Minister Election
Elections to the post of Chief Minister were held in the Gilbert Islands on 17 March 1978. The result was a victory for Ieremia Tabai, who won 55.6% of the vote. Voter turnout was 73.5%. This was the first election in which a head of government who is not the head of state was elected to the post directly by the public, and the only one of its kind to occur outside Israel. Background Following the February 1978 parliamentary elections, five candidates were nominated for the post of Chief Minister. Ieremia Tabai
Ieremia Tienang Tabai (modern spelling: Tabwai; born 16 December 1949) is an I-Kiribati politician who served as the first Beretitenti President of the Republic of Kiribati, after being the youngest ever Chief minister of the Commonwealth of Nations and then becoming the youngest ever head of State. During his presidency, he was described as being the most able leader of the Pacific island states. Biography He was born in Nonouti in 1949, and went to New Zealand to receive his education (St Andrew's College, Christchurch and then the Victoria University of Wellington). He returned to the Gilbert and Ellice Islands, married with a woman from Ellice Islands and worked one year as an accountant at the Treasury. 1978 Gilbertese Parliamentary Election
Parliamentary elections were held in the Gilbert Islands on 1 February 1978, with a second round on 6 February. Electoral system The recommendations of the 1977 constitutional convention on a proposed electoral system were introduced prior to the 1978 elections. There were to be 35 members of the House of Assembly, who would be elected from 13 single-member constituencies, 8 two-member constituencies, and 2 three-member constituencies. The three-member constituencies covered South Tarawa, the capital and home to nearly one-third of the entire population of 56,000. For the first time, Christmas, Fanning and Washington Islands, as well as Banaba, each returned one member from their populations of migrant workers and their families. Naboua Ratieta
Naboua T. Ratieta (26 April 1938 – 12 June 1986) was an I-Kiribati politician who became the first Chief Minister of the Gilbert and Ellice Islands in 1974. The Ellice Islands separated from the colony the following year, and he remained Chief Minister of the Gilbert Islands until 1978. He also served as an MP from 1968 until his death. Babera Kirata
Ratimiti Babera Kirata (1938-1991) was an I-Kiribati politician, elected in the House of Representatives in 1967 for the constituency of Onotoa. He was nominated candidate to the 1978 Gilbertese Chief Minister election. He was born in Onotoa where he was continuously elected MP from 1978 to his death, dying less than one month before the general election of May 1991. He was at that moment one of the possible candidates to the succession of Ieremia Tabai as the Beretitenti. He was one of the founders and the first president of the Gilbertese National Party and later of the National Progressive Party (Kiribati).
