Horace Cutler
Sir Horace Walter Cutler (28 July 1912 – 2 March 1997) was a British Conservative politician who served as leader of the Greater London Council from 1977 to 1981. He was noted for his showmanship and flair for publicity and was, in several ways, a forerunner of Thatcherism. Early life Cutler was born in Stoke Newington, London, into a large but rich family. He went to Harrow County School for Boys and Hereford Cathedral School, later joining his father's building business. He spent World War II in the Royal Naval Volunteer Reserve, and after the war became a businessman. Local politics In 1952 he first went into politics when he was elected as a Conservative member of Harrow Borough Council, where he became Leader of the Council in 1961. He was also elected to Middlesex County Council and was its last Leader, in 1963, before it was abolished to make way for the Greater London Council. Greater London Council
The Greater London Council (GLC) was the top-tier local government administrative body for Greater London from 1965 to 1986. It replaced the earlier London County Council (LCC) which had covered a much smaller area. The GLC was dissolved in 1986 by the Local Government Act 1985 and its powers were devolved to the London boroughs and other entities. A new administrative body, known as the Greater London Authority (GLA), was established in 2000. Creation The GLC was established by the London Government Act 1963, which sought to create a new body covering more of London rather than just the inner part of the conurbation, additionally including and empowering newly created London boroughs within the overall administrative structure.
